About CIFA
CIFA is an international NGO with over 40 years of experience protecting vulnerable children and youth. Operating in Ethiopia for more than 20 years, CIFA promotes access to education (especially for girls), combats discrimination, and supports women’s economic empowerment. Current programs are active in Addis Ababa, Dire Dawa, Amhara (South Wollo), Harari, and Oromia Region.
This position is part of the PROMETEO Project (Protection of Minors in Ethiopia on the Eastern Migration Route), financed by the Italian Ministry of Interior, focusing on improving access to basic services and protection for migrant and vulnerable youth.
Position Summary
The Procurement & Logistic Officer will ensure efficient, cost‑effective, and compliant procurement of goods and services, smooth logistical operations, asset management, and fleet coordination. The role also includes security oversight and facility management, acting as the focal point for office and compound safety in Addis Ababa.
Key Responsibilities
Procurement Management
- Lead sourcing and purchasing in compliance with CIFA guidelines, donor rules (PRAG, AICS), and local laws
- Process and track purchase requisitions and orders
- Maintain supplier database and negotiate competitive rates
- Prepare bid documents, contracts, and audit‑ready procurement files
- Conduct market analysis to advise on procurement strategies
Logistics, Fleet & Asset Management
- Supervise drivers, manage fuel consumption, and vehicle maintenance
- Maintain asset register and distribute office supplies
- Oversee warehousing, inventory, and store control
- Coordinate office services (utilities, cleaning, messenger services)
Security & Facility Oversight
- Supervise security guards, prepare duty rosters, and monitor attendance
- Ensure guards follow SOPs for entry logs and emergency protocols
- Inspect compound safety (fences, gates, lighting, alarms)
- Report incidents and liaise with local security structures
Qualifications & Requirements

Education: Bachelor’s degree in Procurement, Supply Chain Management, Logistics, Business Administration, or related field (CIPS certification desirable)

Experience: 3–5 years in procurement/logistics, preferably in NGOs; experience managing support staff, drivers, and security teams

Skills: Knowledge of donor procurement rules (PRAG, AICS), negotiation, problem‑solving, conflict management, MS Office, and inventory software

Languages: Excellent communication in English and Amharic
Remuneration

Gross Salary: €520.67/month (Grade 4 – Step 1)
- Includes transport allowance, 11% pension fund, medical & life insurance
