Position Summary
The Sourcing Specialist III leads project procurement and sourcing activities to ensure the timely, competitive, transparent, and compliant acquisition of goods and services required for US government-funded implementation.
Key Responsibilities
Procurement Planning – 25%
- Develop and maintain the project procurement plan.
- Translate project workplans and budgets into procurement requirements.
- Coordinate procurement forecasting with technical and finance teams.
- Ensure timely procurement for hub, spoke, and community activities.
Sourcing and Procurement – 30%
- Conduct compliant sourcing and solicitation processes.
- Prepare RFQs, RFPs, and procurement documentation.
- Conduct market research and identify potential suppliers.
- Facilitate competitive procurement processes.
- Evaluate supplier offers according to approved procedures.
- Maintain transparent and complete procurement records.
Contract and Supplier Management – 20%
- Support contract negotiation and supplier selection.
- Monitor supplier performance and delivery timelines.
- Maintain supplier databases and performance records.
- Ensure goods and services meet agreed specifications.
Compliance and Risk Management – 15%
- Ensure compliance with US government procurement requirements and Compassion International Ethiopia policies.
- Maintain complete procurement files.
- Identify procurement risks, conflicts of interest, and potential fraud.
- Support procurement audits and reviews.
Logistics Coordination – 10%
- Coordinate with programme, finance, business support, and logistics teams on delivery and distribution.
- Track project assets and equipment.
- Support inventory and asset management activities.
Qualifications and Experience
- Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, Logistics, or a related field.
- Minimum 5 years of procurement or sourcing experience.
- Experience with donor-funded procurement.
- US government procurement experience is preferred.
- Strong knowledge of competitive procurement and contract management.
- CIPS or an equivalent professional certification is an advantage.
- Strong negotiation, analytical, and vendor-management skills.

- Procurement, sourcing, supply chain management, vendor management, and contract administration.
- US government procurement requirements and competitive sourcing.
- Procurement compliance and documentation.
- Procurement planning and market assessment.
- Supplier due diligence and bid evaluation.
- Supplier performance monitoring.
- Inventory, asset management, logistics, and delivery requirements for health programmes.
- Timely procurement of project equipment, supplies, services, and implementation requirements.
- Negotiation, analytical, problem-solving, documentation, and supplier-management skills.
- Ethical procurement, transparency, value for money, fraud prevention, and conflict-of-interest requirements.
- Procurement experience in complex, remote, or conflict-affected operating environments is an advantage.
Required Travel
The position requires periodic in-country travel to project implementation sites, warehouses, suppliers, and partner locations, typically up to 20% of the time.
