The Support to Transitional Justice – S2TJ Project supports Ethiopia’s national transitional justice process, aiming for reconciliation, peacebuilding, and survivor-centered approaches. The project works with regional governments and civil society to ensure inclusive, gender-responsive, and human rights-aligned implementation.
Position Summary
The Component Manager will oversee regional government cooperation, community-based MHPSS, and peacebuilding activities in selected Ethiopian regions (including Tigray, Afar, and Amhara). You will manage staff, coordinate with local service providers, and implement a victim-centered transitional justice approach with emphasis on mental health, psychosocial support, and community healing.
Key Responsibilities

Lead regional cooperation with Bureaus of Justice, Women and Social Affairs, and Health to strengthen transitional justice processes.

Manage community-based MHPSS and peacebuilding initiatives for survivors of conflict and SGBV, including women, youth, and IDPs.

Supervise regional project staff and ensure security, occupational health, and safety compliance.

Implement financial planning and monitoring according to GIZ regulations.

Provide technical support and advisory services to regional governments and bureaus.

Manage funding mechanisms for local community initiatives, including grants, financial agreements, and selection criteria.

Oversee capacity development strategies for peacebuilding, community healing, and economic empowerment initiatives.

Monitor, evaluate, and adapt project activities in coordination with M&E specialists.

Ensure knowledge management, documentation, and cross-cutting support in MHPSS and project management.
Qualifications & Requirements
Education:
-
University or Master’s degree in Psychology, Social Work, Public Health, Social Sciences, International Law, Peace & Conflict Studies, or related fields.
Professional Experience:
-
Minimum 5 years in leadership roles in governmental institutions, NGOs, or international development.

Experience managing donor-funded projects and grants for sub-grantees.
-
At least 5 years working on MHPSS, conflict prevention, peacebuilding, or transitional justice.

Proven experience implementing community-level projects in Ethiopia, preferably in northern regions.

Experience working with survivors of SGBV, trauma, and conflict-related human rights violations.

Knowledge of funding mechanisms such as small grants or local subsidies is an asset.
Skills & Competencies:

Strong analytical skills, empathy, and non-judgmental attitude.

High gender and intercultural competence, resilience, and emotional stability.

Excellent training, facilitation, and advisory skills.

Strong ICT skills (MS Office and related software).

Excellent English and Amharic communication skills; knowledge of Tigrinya or Afar is a plus.

Willingness to travel to conflict-affected regions.
