Position: Senior Programme Officer

Role Purpose:
Lead and support the implementation of Urban Livelihood activities under the KOICA livelihood project in Addis Ababa. Provide leadership and technical support to government, private sector, and NGO partners, while managing livelihood staff assigned to the project.


Key Responsibilities

1. Project Management & Implementation

  • Manage Concern Ethiopia’s KOICA‑funded livelihood project.
  • Establish strong partnerships with government, NGOs, and TVET institutions.
  • Lead beneficiary selection and organize promotional events/workshops.
  • Prepare reports and ensure innovative interventions are implemented.

2. Monitoring, Evaluation & Learning

  • Conduct site visits, monitor activities, and recommend improvements.
  • Develop documentation, learning briefs, and case studies.
  • Ensure effective data management systems and M&E plans.

3. Planning, Reporting & Accountability

  • Prepare donor, government, and internal reports.
  • Ensure transparent communication with technical teams.
  • Promote beneficiary participation and complaints response mechanisms.

4. Financial Management

  • Manage project budget, procurement, and financial reporting.
  • Ensure adherence to Concern Worldwide’s financial procedures and donor rules.
  • Conduct budget revisions and variance analysis.

5. Human Resources

  • Line manage project staff and provide technical guidance.
  • Identify capacity gaps and provide training/support.
  • Conduct performance reviews and address HR issues.

6. Coordination, Networking & Representation

  • Liaise with government partners and NGOs.
  • Represent Concern in networks related to women & youth employment.
  • Promote Concern Worldwide’s reputation in external forums.

Requirements

  • Education: Degree in Rural Development, Agriculture Extension/Economics, Food Security, Urban Livelihoods, or related fields.
  • Experience: 4–6 years relevant experience, with at least 1 year in management/advisory roles.
  • Skills:
    • Strong communication and networking skills
    • Experience in women & youth vocational training, entrepreneurship, and employment
    • Knowledge of market system development approaches
    • NGO experience preferred
    • Computer literacy (MS Office)
