The Ethiopian Red Cross Society (ERCS), established in 1935, is one of the largest and oldest humanitarian organizations in Ethiopia. ERCS delivers lifesaving services in response to natural and man-made disasters, including:

Job Summary

The Construction and WASH Projects Supervisor will lead the supervision, monitoring, and reporting of WASH infrastructure and construction projects under ERCS. The role ensures technical quality, compliance with contracts, financial oversight, and integration of cross-cutting issues such as gender, inclusivity, and environmental sustainability.


Key Duties & Responsibilities

1. Project Planning & Implementation

  • Review technical assessments, designs, plans, drawings, and bills of quantities.
  • Ensure quality assurance and technical soundness of all construction/WASH interventions.
  • Supervise contractors, technicians, and field teams at project sites.
  • Facilitate project handovers to communities and local authorities.

2. Contract Administration & Compliance

  • Draft, review, and manage contracts and technical documents.
  • Ensure compliance with contractual terms, specifications, and regulations.
  • Support dispute resolution, change management, and contract variation processes.
  • Verify payment certificates and maintain proper documentation.

3. Financial Oversight

  • Support budget planning and revisions for WASH/construction projects.
  • Track financial performance against project plans.

4. Monitoring, Evaluation & Reporting

  • Develop tools for monitoring project quality and progress.
  • Conduct field visits and prepare supervision reports.
  • Submit regular (monthly/quarterly/annual) progress reports.
  • Document lessons learned and best practices.

5. Coordination & Representation

  • Coordinate with government, partners, and internal ERCS teams.
  • Represent ERCS in technical and community forums.

6. Capacity Building & Technical Support

  • Train staff and outreach workers on WASH hardware standards.
  • Develop supervision checklists and technical guidelines.
  • Promote inclusive and gender-sensitive designs.

7. Cross-cutting Integration

  • Ensure protection, gender, disability inclusion, DRR, and climate adaptation are integrated in all projects.

Qualifications & Experience

βœ… Education:

  • MSc/BSc in Civil Engineering, Hydraulic Engineering, Water Resources, or related field.

βœ… Experience:

  • MSc: 4+ years, BSc: 6+ years in WASH/construction projects (NGO/humanitarian context preferred).
  • Prior Red Cross/NGO experience is an advantage.

βœ… Skills & Competencies:

  • Strong knowledge of engineering principles, construction methods, and materials.
  • Proven record in WASH (water supply, sanitation, community infrastructure).
  • Proficiency in engineering/project software: AutoCAD, Civil 3D, MS Project/Primavera, MS Office.
  • Excellent communication (Amharic & English), supervision, and reporting skills.
  • Ability to work under challenging conditions and in remote project sites.
  • Strong commitment to humanitarian values and Red Cross principles.
