Position Summary
ILRI is seeking an experienced Ethics and Business Conduct (EBC) Manager to provide strategic, value-adding ethics and compliance leadership to the Institute and the broader CGIAR Integrated Partnership (CGIAR IP). The role ensures adherence to ethical standards, risk mitigation, investigations, and integrity-focused culture-building in line with CGIAR IP EBC Terms of Reference.
Key Responsibilities
Advisory & Representation
- Provide expert guidance to staff, senior management, and the Board on ethics and business conduct matters.
- Coordinate periodic reviews of ILRI’s Ethics & Business Conduct framework to ensure alignment with laws, regulations, best practices, and CGIAR standards.
- Identify and proactively mitigate ethical and compliance risks across the Institute.
- Represent ILRI in the CGIAR IP Ethics & Business Conduct function and perform all Center Lead responsibilities under the IP EBC framework.
Training & Outreach
- Design and deliver ethics and integrity training programs for staff and stakeholders.
- Regularly update training materials to reflect emerging ethical risks and global best practices.
- Promote a strong organizational culture of integrity and accountability.
Investigations
- Lead and oversee investigations into alleged ethical breaches, ensuring fairness, confidentiality, legal compliance, and timely resolution.
- Supervise external investigators, consultants, and service providers supporting EBC activities.
Incident Management & Reporting
- Manage confidential reporting mechanisms (e.g., ethics hotline).
- Serve as custodian of the institutional EBC case repository.
- Prepare periodic analytical reports for senior management and the Board, including actionable recommendations.
- Perform other related duties as required.
Requirements
Education
- Master’s degree in Law, Business Administration, Ethics, Compliance, Human Resources, or a related field.
Professional Certification
- Certification in ethics, compliance, or governance (e.g., CHS Alliance Investigator Qualification Certificate or equivalent).
Experience
- Minimum 10 years of experience in ethics, compliance, risk management, or investigations within international or development organizations (preferably in Sub-Saharan Africa).
- Proven experience in designing, implementing, and managing ethics and business conduct programs.
- Extensive experience leading sensitive ethics-related investigations, including SEAH cases.
- Strong background in developing and delivering ethics awareness and training programs.

Terms of Appointment
- Job Level: HG 17
- Contract Duration: 3 years
