We present the European Centre for Electoral Support (ECES) 2026 recruitment for media monitoring roles supporting the National Election Board of Ethiopia (NEBE) under the EURECS‑II project. ECES is the primary employer for these full‑time positions based in Addis Ababa, Ethiopia: Media Monitoring Experts (media monitoring and analysis) and a Head/Supervisor — Media Monitoring Unit (team leadership and coordination). Both roles will strengthen NEBE’s media monitoring methodology across radio, television, print/online and social media, provide real‑time reporting and early‑warning functions, and support voter‑education impact measurement. Responsibilities
- Monitor and analyse daily coverage across television, radio, print/online, and social media.
- Draft summaries and monitoring reports in Amharic or English.
- Enter monitoring data into the designated software within established deadlines.
- Promptly report major findings and red‑flag information to the MMU Supervisor.
- Evaluate tone and neutrality of reporting to feed sentiment analysis.
- Translate communications material and broadcast content as required.
- Participate in methodology review sessions and respect the code of conduct.
Required Qualifications & Skills
- Education: University degree in Social Sciences, Political Science, Communication, Journalism, or equivalent.
- Work Experience: Minimum 3 years in media monitoring, reporting, or broadcasting; proof of experience required.
- Technical Skills: Knowledge of media ethics, bias analysis, social media monitoring tools, MS Office, and database systems.
- Soft Skills: Strong analytical and research skills; excellent written and oral expression in Amharic and English; proficiency in at least one local language (Somali, Oromo, Tigrinya, Afar, Sidamo Afoo).

- Position 2: Head / Supervisor — Media Monitoring Unit (MMU Supervisor)
- Employment Type: Full‑time

- Duration: 10 months (with possible extension)
Responsibilities
- Supervise and coordinate daily work of Media Monitoring Experts, ensuring consistent coverage and methodology application.
- Review, validate, and consolidate outputs from social media and traditional media sub‑teams.
- Produce daily, weekly, and monthly integrated media monitoring reports and executive summaries.
- Identify and promptly report trends, risks, hate speech, disinformation, or potential electoral violence.
- Act as primary filter per the crisis matrix and escalate issues to NEBE Communications Specialist, iVerify, or EWRs Coordinator.
- Liaise with ECES on methodology, logistics, and technical matters; contribute to tool and indicator development.
- Provide coaching, capacity building, and on‑the‑job supervision for monitors; ensure neutrality, impartiality, and confidentiality.
Required Qualifications & Skills
- Education: University degree in Social Sciences, Political Science, Communication, Journalism, or equivalent.
- Work Experience: Minimum 5 years in media monitoring, journalism, or media analysis; proven supervisory or coordination experience.
- Technical Skills: Strong knowledge of media ethics, bias analysis, disinformation dynamics, social media monitoring tools, and monitoring databases; proficiency in MS Office.
- Soft Skills: Leadership, crisis management, analytical reporting, team coordination, and excellent written and oral communication in English and Amharic.
Preferred / Additional Qualifications
- Prior experience with electoral institutions, election‑related media monitoring, or civil society organizations.
- Proven track record in high‑pressure environments such as election cycles, emergency response, or conflict zones.
