In Ethiopia, the Social Transformation Cluster (STC) portfolio includes BMZ‑ and EU‑funded commissions focusing on governance, migration, peace and security, and gender. The Cluster Management Advisor role supports the STC Management Team in ensuring coherence, compliance, and strategic representation across projects.

Open Positions

Position 1: Cluster Management Advisor

• Employment Type: Full‑time
• Job Location: Addis Ababa, Ethiopia

Responsibilities:

• Serve as the primary contact for portfolio and commission‑related information
• Advise the STC Management Team on external representation and compliance standards
• Support managers in fulfilling commission management obligations and reporting requirements
• Provide advisory and facilitation support in negotiations with political partners
• Lead organizational development efforts and contribute to STC’s strategic agenda
• Represent the Cluster Coordinator in internal GIZ processes and forums
• Ensure integration of cross‑cutting issues and oversee knowledge management
• Address strategic and organizational issues across projects to ensure coherence and quality assurance
• Potential future development into Head of the Technical Cluster Management Unit with expanded leadership responsibilities

Required Qualifications & Skills:

• Education: Minimum Bachelor’s degree in a development‑relevant field, administration, or management
• Work Experience: Minimum of 5 years with GIZ Ethiopia and in GIZ‑internal management processes (advisor, specialist, or similar)
• Technical Skills: Profound knowledge of IT‑based solutions, portfolio management, and compliance standards
• Soft Skills: Creativity, analytical ability, problem‑solving, communication, and business development skills
• Languages: Very good German language skills and business proficiency in English
• Additional Experience: Work with Ethiopian partners such as Federal Ministries
