HELVETAS Ethiopia is implementing the TRAIL III Project and the Rural Connectivity for Improved Food Security Program (RCFSP). The organization invites qualified professionals to apply for the following positions:


1. Infrastructure Development Officer

Career Level: Mid‑Level (3–5 years)
Number of Positions: 1

Job Purpose

Provide technical assistance and operational support in rural infrastructure development, focusing on trail bridges and foot trail networks. Deliver training, coaching, and knowledge transfer to government institutions, private sector actors, and communities.

Key Responsibilities

  • Conduct trail bridge needs assessments and support government partners in prioritizing rural access.
  • Provide training and technical support on trail bridge design, construction, operation, and maintenance.
  • Advise on design specifications, Bills of Quantities (BoQ), and compliance with Ethiopian Roads Authority (ERA) standards.
  • Support project design, implementation, supervision, and coordination with stakeholders.
  • Assist in procurement processes and evaluation of proposals.
  • Review consultant and contractor performance, prepare completion reports, and ensure lessons learned are applied.
  • Collaborate with universities and regional governments to integrate trail bridge technology into curricula and develop a web‑based data management system.

Qualifications

  • Education: B.Sc. in Civil Engineering, Construction Technology & Management, Public Works Engineering, or related field.
  • Experience: Minimum 7 years in rural road construction planning, design, contract management, supervision, and monitoring.
  • Proven expertise in trail bridge and footpath network design, quality control, and assurance.
  • Experience with INGOs or donor‑funded projects is an advantage.
  • Familiarity with Ethiopian Road Sector Development Program guidelines and standards.

Skills

  • Proficiency in AutoCAD and Microsoft Office (MS Project, Word, Excel, Access, PowerPoint).
  • Knowledge of GIS software (asset).
  • Strong communication and interpersonal skills.
  • Fluency in English; proficiency in local languages required.

2. Project Manager

Career Level: Senior (5–8 years)
Number of Positions: 1
Salary & Benefits: Minimum 102,976 ETB (negotiable)

Job Purpose

Provide leadership for programmatic, operational, administrative, and financial implementation of TRAIL III and RCFSP projects. Lead the Project Management Unit (PMU), oversee planning, execution, and reporting, and coordinate with stakeholders to strengthen rural connectivity.

Key Responsibilities

  • Lead project teams in assigned regions, ensuring effective delivery aligned with Annual Plan of Operation (APO).
  • Supervise, coach, and support regional staff, fostering a collaborative work culture.
  • Manage HR matters including recruitment, performance management, and professional development.
  • Strengthen partnerships with government entities, universities, and TVETs.
  • Prepare and manage annual project budgets, monitor utilization, and ensure compliance with donor requirements.
  • Oversee contracting and partnership agreements.
  • Ensure robust monitoring, learning, and documentation systems.
  • Contribute to thematic and policy work, promoting evidence‑based learning.

Qualifications

  • Education: Master’s degree in Development, Project Management, Engineering, or related discipline.
  • Experience: At least 10 years in development work (NGO setting), including 4 years as a project manager.
  • Commitment to gender transformation and rural road sector development.
  • Prior experience leading large project teams.

Skills

  • Excellent communication and interpersonal skills.
  • Proficiency in Microsoft Office and GIS software.
  • Strong leadership, technical, and managerial ability.
  • Fluency in English; Somali language preferred for duty region.
