Position Summary

The Welcome Supervisor 2 is responsible for the effective day-to-day management and supervision of the ICRC Welcome Department in Ethiopia.

The position ensures continuity, quality, and timely delivery of Welcome services to ICRC staff and guests. Responsibilities include coordinating staff travel, accommodation, arrivals and departures, administrative formalities, immigration requirements, and related services.

The role also focuses on team management, performance monitoring, information management, service quality, operational continuity, and continuous improvement of Welcome services.

During the temporary assignment, the position will give particular attention to stabilizing the team and working processes, supporting the integration of replacement staff, maintaining operational continuity, and ensuring an effective handover and sustainable functioning of the unit.

Key Responsibilities

Welcome Department Management and Service Delivery

  • Supervise and coordinate Welcome Department activities to ensure timely and quality services to staff, visitors, and guests.
  • Plan and allocate work within the Welcome team.
  • Clarify team roles, responsibilities, workloads, and backup arrangements.
  • Supervise, coach, and guide Welcome Department staff.
  • Support effective induction, integration, knowledge transfer, and onboarding of new or replacement staff.
  • Ensure Welcome services comply with ICRC policies, procedures, security requirements, financial rules, and applicable local requirements.

Staff Travel and Movement

  • Coordinate the timely and cost-effective organization of staff travel and movements.
  • Arrange flights, road travel, bus or train transportation, and related logistical services.
  • Coordinate staff arrivals and departures, including airport or station transfers, accommodation, and onward transportation when required.
  • Coordinate travel requirements with ICRC offices, sub-delegations, delegations, and Headquarters.
  • Support travel related to missions, transfers, events, seminars, courses, annual leave, compensation leave, and end-of-mission arrangements.
  • Ensure accurate and timely communication of travel and movement arrangements to relevant staff and departments.
  • Supervise the Welcome team in planning and following up staff movement arrangements.
  • Coordinate flight plans, accommodation, visa requirements, and other travel documentation when required.
  • Follow up on arrival and departure arrangements for staff.

Visa, Immigration, and Government Authorities

  • Coordinate with relevant authorities, ministries, embassies, consulates, and other institutions concerning visas, permits, registrations, certificates, and related administrative requirements.
  • Ensure staff have valid travel and immigration documentation for professional travel and missions.
  • Follow up on visa and document renewals and applications.
  • Support relevant embassy or consular registration and administrative formalities.
  • Maintain up-to-date information on visa and immigration procedures.
  • Communicate relevant guidance to concerned staff.

Accommodation and Arrival Services

  • Coordinate accommodation arrangements for staff, visitors, and guests.
  • Arrange hotels and ICRC premises, apartments, and houses as required.
  • Ensure accommodation is safe, suitable, and aligned with applicable standards and staff requirements.
  • Follow up on accommodation-related issues and coordinate their resolution.
  • Coordinate accommodation allocation, residence arrangements, keys, and other arrival and departure requirements.
  • Ensure Welcome information and materials for new staff and visitors are complete and current.
  • Ensure relevant Welcome documents and forms are properly completed, collected, maintained, and securely stored.

Information and Records Management

  • Maintain accurate and up-to-date Welcome databases and records.
  • Manage information relating to staff, missions, travel, document validity, residences, emergency contacts, and other administrative matters.
  • Update Welcome procedures, forms, guidance, and information on relevant information-management platforms.
  • Support consistent management of staff travel and related information with administrative colleagues in sub-delegations.
  • Maintain Welcome files, contact lists, procedures, guidance, and information materials.
  • Ensure personal and administrative information is handled securely and confidentially in accordance with ICRC requirements.

Service Providers, Contracts, and Costs

  • Negotiate and follow up on tenders, agreements, prices, discounts, and service conditions with relevant providers.
  • Coordinate with travel agencies, transport companies, hotels, and accommodation providers.
  • Monitor service-provider performance and identify opportunities to improve service quality and cost-effectiveness.
  • Coordinate with Finance and other relevant departments regarding invoices and supporting documentation.
  • Ensure Welcome-related expenditures comply with applicable financial rules, authorization procedures, and institutional policies.

Coordination and External Relations

  • Maintain effective communication with ICRC offices, sub-delegations, delegations, Headquarters, and relevant departments.
  • Maintain regular contact with service providers, government authorities, embassies, hotels, travel agencies, and other external stakeholders.
  • Follow up on Welcome-related correspondence, requests, and operational issues.
  • Contribute to reports, management updates, and other reporting related to Welcome activities and services.

Quality Assurance and Continuous Improvement

  • Review Welcome Department processes and identify opportunities to improve efficiency, accountability, service quality, and continuity.
  • Develop and maintain dashboards and management tools for monitoring Welcome activities.
  • Monitor travel, accommodation, documentation, workload, and other operational areas.
  • Define and monitor relevant Key Performance Indicators (KPIs).
  • Conduct customer-satisfaction surveys and other feedback mechanisms.
  • Identify service gaps and priorities for improvement.
  • Manage operational incidents related to Welcome activities and ensure appropriate follow-up.
  • Facilitate lessons-learned activities and track corrective actions.
  • Identify operational risks, bottlenecks, and service gaps and propose practical solutions.

Training, Events, and Staff Support

  • Coordinate Welcome-related logistical support for training courses, seminars, meetings, and other events.
  • Assist with venue arrangements, equipment, transportation, and catering when required.
  • Brief new staff and visitors on Welcome services and relevant administrative procedures.
  • Provide guidance on travel, accommodation, visa, and Welcome procedures.
  • Promote knowledge sharing within the Welcome team.
  • Contribute to standardized procedures, tools, and working practices.
  • Ensure the International Travel Policy is understood and consistently applied by the Welcome team.
  • Provide refresher training and clarification on travel-policy requirements when needed.
  • Assess and document the team's understanding of the policy.

People Management Responsibilities

The Welcome Supervisor 2 will have people-management responsibilities, including:

  • Supervising Performance Management & Development activities for employees under their supervision.
  • Ensuring deadlines in the PMD cycle are met.
  • Providing continuous feedback, coaching, and support.
  • Organizing regular team meetings to coordinate work and maintain effective information flow.
  • Ensuring job descriptions for supervised employees remain up to date.
  • Planning and coordinating annual leave while maintaining operational continuity.
  • Supporting employees' professional development through coaching and guidance on training opportunities.

Additional Duties

  • Coordinate Welcome-related support outside normal working hours, including emergencies, weekends, and public holidays.
  • Help maintain continuity of the 24/7 Welcome service through the Welcome hotline.
  • Follow up on relevant correspondence and operational matters.
  • Maintain good knowledge of the ICRC Delegation, Movement, and relevant internal and external contacts.
  • Represent the ICRC appropriately when interacting with internal and external stakeholders.
  • Take responsibility for professional learning and development.
  • Perform other duties related to the position as required.

Authority and Financial Responsibilities

  • Exercise delegated administrative and financial authority for Welcome-related services in accordance with applicable ICRC financial-management rules and authorization levels.
  • Coordinate and approve relevant expenditures and commitments within the authority formally delegated to the position.

Minimum Qualifications and Experience

  • University degree in Business Administration, Hospitality Management, Tourism, Travel Management, Logistics, or another relevant field.
  • Minimum 6 years of relevant professional experience.
  • Experience in travel, hospitality, administration, or a comparable operational environment is preferred.
  • Fluent written and spoken English.
  • Fluency in relevant local languages.
  • Knowledge of French is an advantage.
