IFRC hosts the Risk‑informed Early Action Partnership (REAP) Secretariat, a global platform launched at the UN Climate Action Summit in 2019. REAP brings together 110 partners to advance early warning, anticipatory action, and climate resilience.

Job Purpose

The Policy Officer will ensure REAP partners co‑create ideas and processes that lead to strong collective policy messages and pathways for integrating Early Warning, Early Action (EWEA) into governmental and institutional disaster risk management (DRM) policies and strategies.

This role contributes to the REAP 2030 Strategy by mainstreaming EWEA into global, regional, and national priorities, accelerating legislation processes, and strengthening disaster risk financing for early action.

Key Responsibilities

Policy Implementation

  • Develop and coordinate the REAP 2030 Policy Plan
  • Design policy processes for actionable priorities
  • Support targeted policy dialogues and influence strategies
  • Contribute to shaping global agendas (Sendai Framework, SDGs, EW4All)

Global & Multilateral Engagement

  • Identify and prioritize key policy spaces for influence
  • Collaborate with multilateral actors (IFRC, WMO, UNDRR, UNDP, WB)
  • Coordinate with IFRC Disaster Law teams for synergy
  • Influence donors to integrate EWS/AA frameworks into DRM funding

Regional & National Policy Enablement

  • Support regional policy approaches and five‑year influencing processes
  • Streamline EWEA into national DRM legislation
  • Lead post‑disaster policy reform initiatives
  • Build networks of parliamentary champions for policy reform

Policy Influence & Public Momentum

  • Design influence strategies through media and partner engagement
  • Strengthen coherence across partner policy messages
  • Coordinate the REAP policy academy and capacity‑building activities

Qualifications

Education

  • Bachelor’s degree in International Relations, Public Policy, Law, Environmental Studies, or related fields (required)
  • Post‑graduate degree and project management training (preferred)

Experience

  • 3–5 years of professional experience in policy within development/humanitarian sectors
  • 2+ years in policy process development or influencing legal/policy reforms
  • Experience with global/regional frameworks (Sendai, Paris Agreement, AU, ASEAN)
  • Track record in convening high‑level policy dialogues

Skills

  • Strong knowledge of law and policy‑making processes
  • Understanding of disaster risk reduction and humanitarian systems
  • Advocacy, negotiation, and networking skills
  • Project management and organizational skills
  • Excellent written and verbal communication

Languages

  • Fluent in English (required)
  • French, Spanish, or Arabic (preferred)
