Position Overview

The People and Finance Assistant is a junior position supporting basic People & Culture and Finance functions at the IRC field office in Assosa.

Working under the supervision of the Senior Finance Officer, Assosa, the position supports activities related to recruitment, contracts, onboarding, payroll and related payments, contract extensions, timesheets, insurance, HRMIS, petty cash, bank transactions, reconciliations, and financial documentation.

The position works closely with field office departments and the People & Culture team in Addis Ababa and supports compliance with IRC policies, procedures, organizational standards, and codes of conduct.

Major Responsibilities

People & Culture

  • Review job specifications against position classification guidelines and ensure required information is completed on Personnel Requisition Forms before submission to the Country Office.
  • Advise hiring managers on job descriptions and specifications for temporary, incentive, and refugee staff.
  • Support field teams with applicant screening, interviews, written tests, reference checks, job offers, and employee hiring documentation.
  • Participate in recruitment processes for national staff positions at or below Grade 9.
  • Ensure vacancy announcements are made through appropriate channels and that recruitment activities follow the recruitment plan and HR policies.
  • Support orientation for new employees and coordinate with field coordinators and other departments to provide effective onboarding.
  • Ensure People & Culture documents are prepared, reviewed, and submitted to Addis Ababa on time, including payroll, overtime payments, back pay, severance, adjustments, acting allowances, insurance lists, hiring recommendations, and new contracts.
  • Support field staff with HRMIS data utilization and system applications in collaboration with the Country Office team.
  • Ensure the field office organogram is updated in HRMIS in line with Workday.
  • Follow up with the Recruitment team to ensure increment, promotion, transfer, and disciplinary letters comply with personnel policies and are processed on time.
  • Maintain complete and confidential personnel files in secure storage.
  • Scan and share medical documents with the insurance company and follow up on reimbursements.
  • Identify and communicate Duty of Care concerns to the Field Coordinator and Country People & Culture team.

Finance

  • Process bank and cash accounting transactions, petty cash entries, bank entries, cash counts, and bank reconciliations.
  • Manage office petty cash in accordance with IRC and donor rules and regulations.
  • Prepare daily petty cash reconciliations and verify supporting documents.
  • Prepare weekly and monthly cash count reconciliations.
  • Act as custodian of cash on hand and conduct and document weekly and month-end cash counts.
  • Assist staff with clearance of cash advances and track and report receivable balances.
  • Prepare bank transactions in Excel in accordance with IRC and donor requirements.
  • Prepare monthly bank account reconciliations.
  • Prepare Integra invoices for Senior Finance Officer approval and submit them through the Integra system for payment processing.
  • Calculate withholding tax in compliance with applicable revenue rules and regulations.
  • Provide general Finance support, including bank-related activities and document filing.

Reporting and Travel

  • Compile and submit monthly HR metrics reports.
  • Prepare weekly and monthly cash count reconciliations.
  • Provide mandatory training status updates.
  • Update employee contact and emergency contact information quarterly.
  • Update employee biodata and payroll information reports.
  • Update insurance lists monthly.
  • Prepare monthly bank account reconciliations.
  • Travel to the field as necessary.

Qualifications and Requirements

Education

  • University degree or college diploma in:
    • Human Resources
    • Accounting
    • Management
    • Business Administration
    • A related field

Experience

  • 0 years of work experience for candidates holding a Bachelor's degree.
  • Brief experience in an NGO context is preferred.

Skills and Competencies

  • Strong organizational and time-management skills.
  • Ability to prioritize tasks and deliver work on time.
  • Strong analytical and problem-solving skills.
  • Ability to work independently.
  • High proficiency in Microsoft Office applications.
  • Familiarity with HRMIS systems is preferred.

Language Requirements

  • Knowledge of English is mandatory.
  • Fluency in the local language and familiarity with the regional context are an advantage.
