Organizational Overview

The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendums, and regulate political parties in Ethiopia. NEBE is strengthening its institutional capacity with a focus on human resource development and invites qualified candidates to apply for the following positions.


Available Positions

1. Political Party Affairs and Election Operation Expert

Duty Station: Oromia Regional Office
Career Level: Senior (5–8 years)
Number Required: 1
Duration: 4 months (extendable)

Responsibilities:

  • Provide guidance and support to political parties for capacity building and democratic participation
  • Assist in election planning, logistics, and security measures
  • Support voter registration, polling staff recruitment, and establishment of polling stations
  • Participate in vote counting, tabulation, and results declaration
  • Facilitate community engagement, conflict resolution, and policy development

Qualifications:

  • Master’s degree with 5 years or BA with 7 years in Political Science, Law, Development Studies, Public Administration, Economics, or related fields
  • Strong knowledge of electoral processes and political systems
  • Excellent communication, mentoring, and conflict resolution skills
  • Must not be a member of a political party

2. Data‑Encoder Coordinator

Duty Station: NEBE Headquarters, Addis Ababa
Career Level: Mid-Level (3–5 years)
Number Required: 2
Duration: 5 months (extendable)

Responsibilities:

  • Oversee and coordinate daily data‑encoding operations
  • Ensure accuracy and timely completion of waybill processing
  • Supervise and support data encoders
  • Monitor workflow, task distribution, and performance reporting

Qualifications:

  • Master’s degree with 5 years or BA with 7 years in Information Systems, Computer Science, Business Administration, or related fields
  • Experience in data management or coordination roles
  • Strong analytical and reporting skills

3. Data Encoder

Duty Station: NEBE Headquarters, Addis Ababa
Career Level: Junior (1–3 years)
Number Required: 26
Duration: 5 months (extendable)

Responsibilities:

  • Generate and encode waybill data in the logistics system
  • Enter, validate, and update shipment and documentation records
  • Prepare stickers, print documents, and ensure data accuracy
  • Support warehouse and HQ teams with timely data processing

Qualifications:

  • Master’s degree (no experience required) or BA with 3 years in Computer Science, IT, Business Administration, Accounting, or related fields
  • Strong data entry and record‑keeping skills

4. Document Organizer

Duty Station: NEBE Headquarters, Addis Ababa
Career Level: Junior (1–3 years)
Number Required: 4
Duration: 5 months (extendable)

Responsibilities:

  • Collect, sort, and organize physical and digital logistics documents
  • Manage documentation signing processes
  • Ensure proper filing, labeling, and handover of completed waybills
  • Support encoders and coordinators with document flow management

Qualifications:

  • BA degree (1 year experience) or Diploma (3 years experience) in Office Administration, Records Management, Business Administration, or related fields
  • Strong record‑keeping and organizational skills

5. IT Technician (Warehouse Level)

Duty Station: NEBE Headquarters, Addis Ababa
Career Level: Junior (1–3 years)

Responsibilities:

  • Provide technical support for logistics systems, printers, and internet connectivity
  • Troubleshoot hardware and software issues
  • Ensure continuous system availability for printing and encoding
  • Coordinate with central IT support when needed

Qualifications:

  • Master’s degree (no experience required) or BA/BSc with 3 years in IT, Computer Science, Computer Engineering, ICT Support Services, or related fields
