About NEBE

The National Election Board of Ethiopia (NEBE), re‑established under Proclamation No. 1133/2011, is the constitutionally mandated body responsible for conducting elections, organizing referenda, and regulating political parties in Ethiopia. NEBE is strengthening its institutional capacity, with a focus on human resource development, and is seeking Training Experts to support this mission.


Position: Training Expert (Contract)

Job Summary:
The Training Expert designs, develops, and delivers training programs to enhance the skills and performance of NEBE staff and election officials. Responsibilities include conducting needs assessments, developing curricula, facilitating training sessions, evaluating outcomes, and supporting continuous professional development.


Key Responsibilities

  • Conduct training needs assessments and collaborate with department heads.
  • Design and develop training modules and interactive content.
  • Facilitate workshops, seminars, and training sessions.
  • Evaluate training effectiveness through feedback and data analysis.
  • Support professional development and recommend external training opportunities.
  • Coordinate training logistics and collaborate with external providers.
  • Incorporate innovative training methodologies and technologies.

Qualifications

  • Education: BA or MA in Education, Election Administration, HRM, Public Administration, Pedagogy, Social Work, Psychology, Law, Human Rights, Project Management, Organizational Development, or related fields.
  • Experience: 7 years (BA) or 5 years (MA) in training and development, instructional design, curriculum development, or adult education.
  • Certifications: TOT, election‑related training, project management preferred.
  • Skills:
    • Training needs assessment, instructional design, adult learning principles
    • Strong facilitation, presentation, and communication skills
    • Project management, budgeting, and resource allocation
    • Proficiency in MS Office and training software
    • Analytical thinking, problem‑solving, and adaptability
