Job Description

Background

Amref Health Africa through its Strengthening Vaccine Delivery Systems project funded by Pfizer Foundation, will work to strengthen the immunization and disease surveillance systems in line with the ministry of health strategy and plan. More focus will be given on approaches that ensure every children vaccinated by accessing to and utilization of immunization services through trained health workers and improve the linkage of health post and community volunteers. 

Job Summary:

Amref Health Africa in Ethiopia is seeking to hire a Project Officer for the Pfizer immunization. This position will be based at Arbaminch Office, with regular field visits required. The Project Officer will report directly to the Regional Manager.

Under the supervision of the Regional Manager, the Project Officer will lead and oversee the overall implementation of the project including strengthening the zonal and woreda level partnership. The Project Officer will be responsible for project planning, implementation, monitoring, evaluation, and reporting. He/she will ensure that the project is delivered on time and meets its objectives by developing detailed project plans, implementation schedule and must ensure compliance with the requirements and guidelines set by the donor and Amref Health Africa.

Key Responsibilities and Tasks:

  • Ensure timely development of project work plan and seek timely approval.
  • Ensure that implementation challenges are addressed; lessons are identified, documented and reported to regional manager
  • Ensure implementations of the project activities are in line with the approved work plan and that the activities are implementing in quality, efficient and timely manner.
  • Ensure the projects is implemented based on the annual work plan, follow-up its implementation, review and report.
  • Make regular communication and work closely with woreda health office and zonal health departments on project planning, implementation and reporting
  • Follow the project budget  and activities by developing activity work plans and budget plans
  • Ensure that financial utilization is in accordance with the approved budget and in compliance with Amref Health Africa and donor requirements and guidelines
  • Ensure the partners in project implementing zones and woredas are well communicated and aligned
  • Active participation in project learning documentation, case stories development and ensure this is done on regularly basis.
  • Attend on the different platform related project related platforms, present, and update the project progress.
  • Participate and actively engage in different technical working groups
  • Coordinate technical project staff; actively participate on monthly and quarterly field office level planning and review meetings
  • Ensure that project teams schedules/plans are coordinated and completed timely and give support in the project target Zones/woredas under his/her supervision.
  • Coordinate and ensure that the project's administrative processes, such as logistics, procurement, and policies are fully implemented according to Amref Health Africa and procedures
  • Monitor project activities according to the annual work plan using a variety of methods: review of reports, site visits to review records and to interview stakeholders and beneficiaries.
  • Ensure that monitoring and reporting tools are developed and used in collaboration with project partners
  • Ensure documentation, monitoring visit and follow up on actions points
  • Report regularly to regional manager on project updates, issues, needs, problems, or ideas for improving the project performance
  • Regularly scan environment, plan and address issues in timely manner
  • Ensure effective communication and facilitate discussion among project team members, project partners, government sector offices
  • Identify bottlenecks/issues with project partners, government sector offices and negotiate solutions
  • Perform other duties which is assigned by Regional Manager

Qualifications

Education/Training

  • The job holder is expected to have master degree in public health or health care management with good knowledge of global and national health issue

Experience:

  • The job holder should have at least five years of experience in project and programme implementation especially in NGO setting. Training on IIP and IPC has added value
