Job Purpose
Under the supervision of the Surge Support Services Coordinator and Field Coordinator, the Roving Finance & HR Manager is responsible for overseeing finance, administration, and human resource functions across field bases. The role ensures compliance with Solidarités International policies and donor requirements while supporting efficient program implementation.
The position also serves as the primary liaison between field offices and the coordination team, ensuring effective communication, operational continuity, and compliance with organizational procedures.
Key Responsibilities
- Manage finance, administration, and human resource functions across project bases.
- Ensure compliance with Solidarités International procedures and donor regulations.
- Support budget monitoring, financial planning, and cost control.
- Coordinate payroll administration, recruitment follow-up, staff records, and archiving.
- Strengthen administrative systems, reporting tools, and filing mechanisms.
- Build the capacity of finance and HR support staff.
- Coordinate with field and coordination teams to ensure operational continuity.
- Monitor administrative risks and implement mitigation measures.
- Support compliance, accountability, and effective resource management.
Priority Areas During the First Months
- Strengthen monitoring and mitigation measures related to fuel shortages, cash availability, and operational constraints.
- Review and standardize payment templates across field bases.
- Update administrative tools, trackers, filing systems, and reporting mechanisms.
- Support budget follow-up and financial forecasting in coordination with field and coordination teams.
Educational Qualification
Applicants must have:
- Master's Degree in:

- Accounting
- Project Management
- Related field
Equivalent professional experience may also be considered.
Experience
- 3–4 years of experience in the humanitarian sector.
- 3–4 years of experience in a similar finance and HR management position.
Required Technical Skills
- Strong knowledge of finance, human resource, and administrative management in humanitarian organizations.
- Knowledge of SI finance procedures.
- Experience using SAGA and Homere systems.
- Understanding of Share Cost Methodology.

- Strong planning, coordination, and problem-solving skills.

- Commitment to humanitarian principles and safeguarding policies.
- Team management and capacity-building skills.
Language Requirements
- Excellent written and spoken English.
- Knowledge of local languages such as Amharic or Tigrigna is an advantage.
Salary and Benefits
Successful candidates will receive:
- Monthly gross salary starting from EUR 2,310, depending on experience.
- Monthly per diem of USD 400.
