1.0 INTRODUCTION

Solidaridad Network is an international solution-oriented civil society organization working through eight regional expertise centres to transform markets to make them more sustainable and inclusive. Our eight regional expertise centres include Asia, Eastern and Central Africa, Europe, Latin America, North America, Southern Africa, South America, West Africa and our global Secretariat in the Netherlands. Solidaridad Eastern and Central Africa, one of the regional centres, headquartered in Nairobi, Kenya with country offices and programmes in Democratic Republic of Congo, Ethiopia, Tanzania and Uganda. We bring together supply chain players and engage them with innovative solutions to improve production, ensuring the transition to a sustainable and inclusive economy that maximizes the benefit for all. We facilitate strengthening of local capacity in developing countries, support the creation of enabling environments for economies to thrive, and improve market access.

1.1 RECLAIM SUSTAINABILITY (RS) Program.

RS Program Is a 5-year program (2021-2025) supported by the Ministry of Foreign Affairs, Kingdom of the Netherlands. The program is implemented through a consortium and in brief it tries to invoke the actual meaning of sustainability both in theory and practice in global commodity supply chains. The Program works in 5 supply chains being; Cotton & Textiles, Gold, Food Products, Coffee and Tea. These commodity supply chains are sub-projects of the entire program.

The program seeks to strengthened interaction between:

A Vibrant and Strong Civil Society that engages and debates with public and private decision makers, monitors implementation and enforcement of policies and mechanisms, holds decision makers accountable, safeguards gender and social inclusion, and demands and consumes sustainable products;

A Responsible Private Sector implementing comprehensive policies and innovative inclusive business models for truly sustainable sourcing, production, trade and investment;

A Supportive Public Sector enforcing national, regional and international comprehensive norms and regulatory frameworks that ensure sustainable production, trade and consumption.

2.0 Outcome Harvesting Exercise

As the programme nears its conclusion, Solidaridad intends to carry out an Outcome Harvesting process in Kenya, Ethiopia, and Uganda. This will identify, document, and verify observable changes in behaviour, relationships, actions, or policies of governments, CSO groups, marketing organisations, or communities influenced by RS! advocacy and lobbying efforts.

The process will:

  • Reflect on progress towards advocacy and lobbying objectives.
  • Capture specific, verifiable change stories across value chains.
  • Analyse RS!’s contribution to these changes.
  • Draw lessons for future programming.

2.1 Objectives of the Consultancy

The consultant is expected to:

  • Develop and adapt Outcome Harvesting methodology and tools for the value chain projects in the three countries.
  • Review RS! documents and other evidence to map potential outcomes.
  • Conduct interviews with stakeholders from public sector, private sector, CSOs, and communities.
  • Facilitate in-country validation workshops to confirm and enrich outcome statements.
  • Prepare comprehensive country-level and regional synthesis reports.

3.0 Deliverables

The consultant will provide:

  1. Inception Report – methodology, tools, and detailed work plan.
  2. Draft Outcome Statements for each country/project
  3. Validation Workshop Reports for each project.
  4. Final Project Reports including verified outcome statements, contribution analysis, and recommendations.
  5. Regional Synthesis Report comparing results across the three countries.
  6. Outcome Database (Excel/CSV) coded by country, value chain, and type of change.

4.0 Duration of Work

The consultancy will take place over approximately 4-5 weeks from September 2025. The work will include:

  • Desk review and preparatory work (remote).
  • Field visits and workshops in Kenya, Ethiopia, and Uganda.
  • Analysis, reporting, and follow-up meetings (remote).

5.0 Duty Station

The preparatory work, analysis, and reporting will be done remotely, while data collection and validation workshops will be conducted in person in each country. The consultant will be responsible for their travel and accommodation arrangements; costs will be reimbursed according to Solidaridad’s travel policy upon submission of receipts.

6.0 Consultant Profile

The consultant or team should have:

  • Proven experience applying Outcome Harvesting or other outcome-based evaluation approaches.
  • Strong background in advocacy and policy change evaluation.
  • Knowledge of agriculture, sustainability, and value chain governance in East Africa.
  • Gender and social inclusion expertise.
  • Strong facilitation and interviewing skills.
  • Excellent analytical and report writing skills in English.
