Organizational Setting

The position is located within the Budget Unit of the Finance and Budget Section, under the Administration and Conference Management Division (ACMD) of the United Nations Economic Commission for Africa.

The Administration and Conference Management Division provides management support in areas including human and financial resources, facilities, supply chain, publications, conference services, and information technology.

The Senior Budget Assistant typically reports to the Head of the Unit and a Finance and Budget Officer.

Key Responsibilities

Budget Formulation

The Senior Budget Assistant will:

  • Review, analyze, and assist in preparing programme plans and revisions.
  • Review and assist in finalizing cost estimates for staff and non-staff requirements.
  • Ensure budget proposals comply with programme plans and legislative mandates.
  • Act as Certifying Officer on behalf of, and in the absence of, programme managers at offices outside headquarters.
  • Assist managers in developing resource requirements for budget submissions.

Budget Monitoring

Responsibilities include:

  • Conducting research and supporting higher-level Finance and Budget Officers with budget reviews.
  • Providing input into the preparation of allotments and appropriations, including fund redeployment when necessary.
  • Monitoring budget implementation and expenditures and recommending fund reallocations where required.
  • Reviewing requisitions for goods and services to verify expenditure classifications and availability of funds.
  • Monitoring extra-budgetary resources, agreements, and cost plans for compliance with applicable regulations, rules, policies, and procedures.
  • Assisting with budget performance submissions and reports.
  • Analyzing variances between approved budgets and actual expenditures.
  • Monitoring the integrity of financial databases.
  • Verifying the accuracy and consistency of financial input data.
  • Coordinating with finance and budget staff during the preparation of budget reports.

Financial Control and Compliance

The role also involves:

  • Analyzing complex or unusual accounting transactions and difficult claims.
  • Reviewing and reconciling clearing accounts and investigating erroneous or invalid entries.
  • Auditing accounting transactions, including payroll, education grants, final payments, income tax returns, and travel claims.
  • Reviewing reports and consolidating accounts of offices outside headquarters.
  • Preparing worksheets and account analyses.
  • Assisting in the preparation of financial statements for various funds and accounts.
  • Approving payment and journal vouchers for various claims and payments in accordance with applicable rules and control procedures.
  • Providing guidance and training to staff on transaction processing and the use of financial systems.
  • Supervising other general service staff when required.
  • Preparing memoranda and responding to queries from staff, auditors, and counterparts in offices away from headquarters.

Other Duties

The Senior Budget Assistant will also:

  • Keep up to date with documents, reports, guidelines, financial regulations, and professional publications relevant to programme and peacekeeping budgets.
  • Maintain an in-depth understanding of generally accepted accounting principles.
  • Prepare correspondence concerning financial and budget matters.
  • Provide guidance, training, and daily supervision to other general service staff within the area of responsibility.
  • Assist with data collection, analysis, presentations, and reports for planning, decision-making, knowledge management, and information sharing.
  • Assist with visualizations and updating information materials such as web pages or brochures.
  • Perform other related duties as assigned.

Work Experience

  • Minimum 10 years of progressively responsible experience in finance, accounting, administrative services, or a related field is required.
  • Experience using SAP or similar enterprise resource planning (ERP) systems is desirable.
  • Proficiency in spreadsheet, database, and word-processing applications is desirable.
  • Experience in results-based budgeting, including budget formulation, implementation, monitoring, and reporting, is desirable.
  • Ability to analyze large datasets and develop evidence-based recommendations is desirable.

Language Requirements

Fluency in English is required.

The United Nations Secretariat's working languages are English and French. Knowledge of another UN official language is an advantage.
