Job Summary
The Government Digital Payments Analyst will provide technical and advisory support for the implementation and expansion of digital government payment initiatives in Ethiopia. Working under the Better Than Cash Alliance, the successful candidate will collaborate with government institutions and development partners to strengthen interoperable payment systems, digital financial services, and digital health payment initiatives.
Key Responsibilities
- Support the expansion of digital payment initiatives within Ethiopia's health sector.
- Provide technical support for planning and scaling digital government payment systems.
- Coordinate with the Ministry of Finance, Ministry of Health, National Bank of Ethiopia, EthSwitch, and other stakeholders.
- Support implementation of interoperable digital payment solutions through the national switch.
- Contribute to policy dialogue, stakeholder coordination, and ecosystem engagement.
- Assist in designing and strengthening government payment frameworks.
- Monitor implementation progress and document lessons learned.
- Prepare knowledge products, technical reports, and recommendations.
- Support regional collaboration and knowledge sharing on digital payments across Africa.
Required Qualifications

Master's Degree in Economics, Finance, Public Health, Information Technology, or a related field with at least 2 years of relevant experience; or

Bachelor's Degree in a relevant field with at least 4 years of relevant professional experience.
Required Experience
Applicants should demonstrate experience in:
- Government digital payment systems.
- Digital financial services or payment digitization initiatives.
- Advisory or technical support for public sector digital payment programs.
- Working with government institutions and payment ecosystem stakeholders.
- Financial inclusion or digital payment implementation in developing countries.
Preferred Experience
Preference will be given to candidates with experience in:
- Government-to-Person (G2P) and People-to-Government (P2G) payment systems.
- Digital health payment initiatives.
- National payment infrastructure and interoperability.
- Collaboration with ministries, central banks, or national payment switches.
- Regional digital payment initiatives in Africa.
Language Requirements
- Fluency in English is required.
- Knowledge of Amharic, Oromo, Tigrinya, Somali, or Afar is an advantage.
Additional Requirements
- Additional training in digital financial services is desirable.
