Role Purpose

The Assistant Health System Strengthening Officer (AHSSO) will support the implementation of PBF activities in Jimma Zone. Working under the Field Office Coordinator, the AHSSO will collaborate with System Strengthening Officers (SSOs) to verify health facility data, support contracted Community‑Based Organizations (CBOs), and ensure compliance with PBF guidelines.


Key Responsibilities

  • Assist SSOs in contracting health facilities, Woreda Health Offices, Zonal Health Departments, and CBOs.
  • Conduct monthly verification visits to health posts and support SSOs in verifying health centres and hospitals.
  • Cross‑check registers, detect data fabrication, and enter verified PBF data into the database.
  • Collect samples for quarterly client satisfaction surveys and verify CBO survey data.
  • Supervise community‑based interviewers during household surveys.
  • Support quarterly quality supervision of health centres with SSOs and WHO staff.
  • Train newly contracted health facilities and CBOs in PBF processes.
  • Coach health posts on documentation, HMIS reporting, and error reduction.
  • Monitor subsidy use and ensure compliance with financial procedures.
  • Compile weekly, monthly, and quarterly reports for the Field Office Coordinator.
  • Represent Cordaid in Jimma Zone and participate in the PBF Zonal Steering Committee.

Qualifications and Experience

  • Degree in Nursing, Midwifery, Health Promotion, or Public Health.
  • Minimum 1 year of experience in the health sector (including internships/attachments).
  • Exposure to Performance‑Based Financing processes.
  • 6 months’ experience with the Ministry of Health (district, zonal, or regional level) is an advantage.

Skills and Competencies

  • Knowledge of Jimma Zone health systems is an advantage.
  • Strong teamwork, communication, and networking skills.
  • Ability to work independently under minimal supervision.
  • Good command of Afan Oromo and English.
  • Proficiency in computer software for data entry and reporting.
  • Strong data analysis and report writing skills.
  • Motorbike license (Ethiopian) required.
