Position Summary

The Cash & Market Systems Specialist will lead the development and management of cash and market systems programs, ensuring that market systems work effectively for NRC beneficiaries. This role combines strategic leadership, technical support, and program implementation oversight, while representing NRC in key national platforms and consortia.


Key Responsibilities

Generic Responsibilities:

  • Provide technical guidance on cash-based approaches and market systems integration
  • Identify trends, donor priorities, and technical standards for market systems programming
  • Embed cash and market systems approaches in country and Core Competency (CC) strategies
  • Contribute to strategic planning, budgeting, reporting, and business development activities
  • Develop SOPs, training materials, and indicators for cash and market systems programs
  • Engage with local authorities, stakeholders, and consortia such as Cash Working Groups
  • Promote the rights of IDPs, refugees, and conflict-affected populations

Specific Responsibilities:

  • Conduct market assessments and systemic intervention design to address market dysfunctions
  • Support field teams in program implementation and capacity building on cash and market systems
  • Pilot and refine innovative market systems approaches, including mobile money in CVA interventions
  • Ensure documentation of lessons learned, success stories, and program impact
  • Provide technical advice and mentoring to NRC staff for effective program execution

Qualifications & Competencies

Professional Competencies:

  • Master’s degree or equivalent in Economics, International Development, International Relations, Business Management, or related field preferred
  • 5–7 years of experience in cash and market systems programming, with at least 3 years in management
  • Experience with CVA and market-based programming in humanitarian settings, ideally in Ethiopia
  • Proven track record of multi-stakeholder engagement and private sector partnerships
  • Strong strategic thinking, problem-solving, and program implementation skills
  • Fluency in English; local language proficiency preferred
