About the Organization

The Coalition of Ethiopian Civil Society Organizations for Elections (CECOE) works to strengthen democratic processes in Ethiopia through election observation, civic education, and advocacy. CECOE plays a vital role in promoting transparency, credibility, and public trust in electoral processes by engaging civil society, supporting voter education, and coordinating observation missions across the country.


Available Positions

1. Chief Observer (Senior Executive Level)

  • Provide strategic leadership and oversight of the entire election observation mission.
  • Ensure adherence to international standards and Ethiopian legal frameworks.
  • Lead analysis, reporting, and stakeholder engagement with NEBE, political parties, CSOs, and international partners.
  • Qualifications: Master’s degree in law, electoral policy, or related field; 15+ years of relevant experience; proven leadership in large-scale election observation missions; excellent Amharic and English proficiency.

2. Observer Coordinator (Senior Level)

  • Manage operational planning, deployment, and coordination of long-term and short-term observers.
  • Oversee training, reporting systems, and logistical support.
  • Act as the main link between field teams and the core mission team.
  • Qualifications: Master’s degree in law, human rights, or governance; 5–7 years of relevant experience; strong knowledge of Ethiopian electoral processes; excellent Amharic and English proficiency.

3. Deputy Observer Coordinator (Mid-Level)

  • Support the Observer Coordinator in planning and supervising observer operations.
  • Assist in recruitment, accreditation, training, and deployment of observers.
  • Monitor data collection, reporting, and incident management.
  • Qualifications: Bachelor’s degree in law, governance, or related field; 3–5 years of relevant experience; knowledge of election observation methodologies; excellent Amharic and English proficiency.

4. Finance and Administration Manager (Executive Level)

  • Lead financial management, budgeting, and compliance for the mission.
  • Oversee HR functions, payroll, and administrative systems.
  • Ensure compliance with donor regulations and Ethiopian financial frameworks.
  • Qualifications: Bachelor’s degree in Accounting or Finance; 10+ years of relevant experience; strong leadership and financial management skills; excellent Amharic and English proficiency.

5. Finance Officer (Junior Level)

  • Support day-to-day financial operations, bookkeeping, and reporting.
  • Manage petty cash, staff advances, and tax compliance.
  • Assist in procurement, logistics, and financial documentation.
  • Qualifications: Bachelor’s degree in Accounting or Finance; 3–5 years of relevant experience; proficiency in accounting software and MS Office; excellent Amharic and English proficiency.
