Role Overview
The Programme Support Manager (Monitoring, Evaluation, Accountability, Learning / MEAL) will lead the Embassy’s MEAL framework, ensuring effective oversight of development assistance programmes, small grants, and humanitarian initiatives. The role involves strategy development, partner proposal assessments, and monitoring outcomes using a whole‑of‑embassy approach.
Key Responsibilities

Policy & Strategy: Support implementation of Ireland’s foreign policy and development strategies.

Programme Oversight: Lead MEAL frameworks, assess partner proposals, and monitor programme outcomes.

Strategic Planning: Contribute to mission strategy, annual business planning, and reporting.

Governance & Gender: Apply knowledge of governance, gender equality, and human rights in programme design.

Team Collaboration: Work with programme officers and management to ensure coherent mission planning.
Qualifications
- Post‑graduate qualification in Development Studies, Programme Management, or related field.
- Minimum 7 years of relevant programme management/support experience, with at least 5 years at middle management level.
- Strong experience in MEAL systems, knowledge management, and financial/budget analysis.
- Demonstrated knowledge of governance, gender equality, human rights, and political economy in the Horn of Africa.
- Excellent interpersonal and communication skills; fluent in English.
- Proficiency in MS Office Suite; experience with datasets is an advantage.
- Legal entitlement to live and work in Ethiopia.
Desirable:
- Specific qualifications in MEAL and knowledge management.
- Familiarity with effective aid delivery principles.
