The Ethiopian Agricultural Transformation Institute (ATI), formerly known as the Agricultural Transformation Agency (ATA), is a government institute dedicated to accelerating the growth and transformation of Ethiopia’s agriculture sector. ATI’s mission is to improve the livelihoods of smallholder farmers by enhancing income, inclusiveness, resilience, and sustainability. It collaborates with policymakers, researchers, farmers, and development partners to design, implement, and coordinate agricultural development programs and innovative interventions.


Position: Senior HR and Admin Officer

Reports to: Regional Operations Director
Required Number: 1
Duty Station: Oromia (Addis Ababa)
Term: One year, renewable

Purpose of the Role

The Senior HR and Admin Officer will manage HR and administrative functions in regional offices, including recruitment, staff relations, learning and development, and general administration. The role ensures compliance with ATI policies and supports regional operations through effective HR planning, recruitment, and staff management.

Key Responsibilities

  • Develop HR plans and recruitment strategies in consultation with regional directors.
  • Screen, shortlist, and coordinate interviews for candidates.
  • Maintain personnel files and recruitment databases.
  • Support onboarding, performance management, and staff development.
  • Manage staff relations, including leave, medical insurance, and complaints.
  • Oversee cleaners, security guards, and coffee attendants.
  • Ensure compliance with health, safety, and security standards.
  • Manage office facilities, contracts, and utilities.

Candidate Profile

Qualifications:

  • Master’s or Bachelor’s degree in Management, Business Administration, Human Resource Management, or related fields.

Experience:

  • Minimum 4 years (Master’s) or 6 years (Bachelor’s) in HR and Administration.
  • Experience with international organizations preferred.

Skills:

  • Strong HR management and administration skills.
  • Excellent interpersonal and cross‑cultural communication.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, Access).
  • Ability to work under pressure in fast‑paced environments.
  • Fluency in English and Amharic; knowledge of local languages is an advantage.
