About NEBE

The National Electoral Board of Ethiopia (NEBE) is an independent organization established under Article 102 of the FDRE Constitution. Since its inception, NEBE has conducted five national elections, two local elections, and six referendums.

In 2019, reforms under Proclamation No. 1133/2019 restructured the Board to five full‑time members serving six‑year terms, with expanded powers and duties to ensure impartial, transparent, and credible electoral processes.


Position 1: Monitoring and Evaluation Expert

Duty Station: NEBE Headquarters, Addis Ababa

Qualifications

  • BA/BSc/MA/MSc in Project Planning & Management, Economics, Statistics, or related fields.
  • 7 years (Bachelor) or 5 years (Master) relevant experience.

Skills & Competencies

  • Expertise in M&E methodologies and best practices.
  • Strong analytical and problem‑solving skills.
  • Excellent communication and interpersonal skills.
  • Ability to develop M&E plans and indicators.
  • Proficiency in reporting and documentation.
  • Knowledge of risk management and internal monitoring systems.
  • Capacity‑building and training experience.
  • Commitment to transparency, ethics, and accountability.

Position 2: Media Monitoring Expert

Duty Station: NEBE Headquarters, Addis Ababa

Qualifications

  • BA or Master’s in Journalism, Communication, Statistics, or related fields.
  • 7 years (Bachelor) or 5 years (Master) relevant experience.
  • Mandatory training/certification in news features and statistics.

Skills & Competencies

  • Knowledge of media monitoring tools and data interpretation.
  • Strong analytical and reporting skills.
  • Excellent communication and attention to detail.

Position 3: Head of Human Resources Management (HRM) Department

Duty Station: NEBE Headquarters, Addis Ababa

Qualifications

  • PhD/MA/MBA in Human Resource & Organizational Development, Business Management, Public Administration, or related fields.

Experience

  • PhD holders: Minimum 8 years relevant experience, including 4 years in leadership.
  • MA/MBA holders: Minimum 10 years relevant experience, including 4 years in leadership.

Skills & Competencies

  • Excellent management and talent handling skills.
  • Knowledge of HR software and modern HR practices.
  • Strong coaching, mentoring, and capacity‑building abilities.
  • Results‑oriented, resilient, and adaptable.
  • Strategic and technical HR expertise.
