About the Role

The Trail Bridge Maintenance Officer will lead the development and institutionalization of a sustainable, government‑aligned trail bridge maintenance system under TRAIL Phase III. This role ensures high‑quality inspections, maintenance planning, data management, and technical capacity development across all TRAIL regions, embedding long‑term maintenance frameworks within government structures.

The officer provides technical leadership for routine, major, and rehabilitation maintenance, supports regional and woreda teams, and strengthens community participation to ensure safe, durable, and climate‑resilient bridge functionality.


Key Responsibilities

  • Lead systematic inspections, planning, and quality assurance for trail bridge maintenance.
  • Build capacity of government and community actors in inspection, classification, and intervention planning.
  • Guide preparation of annual/multi‑year maintenance plans aligned with regional cycles.
  • Support government supervision of contractors during major maintenance works.
  • Contribute to piloting and evaluating maintenance models for sustainability.
  • Strengthen digital data collection and asset management systems (Fika Map, BCI forms).
  • Deliver training and coaching for technicians, Bridge Wardens, and contractors.
  • Serve as a technical member of the Trail Bridge Maintenance Working Group.
  • Compile reports, document lessons learned, and contribute to national rural transport strategies.

Qualification & Experience

  • Education: BSc in Civil Engineering, Structural Engineering, Construction Technology, or related field (MSc preferred).
  • Experience: Minimum 6 years in rural infrastructure, bridge maintenance, or civil works supervision.
  • Strong background in field inspections, structural assessment, and rural access programs.
  • Experience with government systems, community‑based infrastructure, and contractor supervision.
  • NGO or donor‑funded project experience preferred.

Skills & Competencies

  • Technical knowledge of trail bridge components and maintenance standards.
  • Ability to train and mentor government staff and community groups.
  • Proficiency in digital tools (GIS, mobile data collection, asset management).
  • Strong communication, coordination, and problem‑solving skills.
  • Excellent writing and communication in English (Amharic an asset).
