Job Summary
The Generalist Field Officer 2 supports the identification, implementation, and monitoring of ICRC humanitarian projects across the assigned Area of Responsibility (AoR). The role involves frequent field travel, security and context analysis, networking, protection‑related tasks, and coordination with authorities, communities, and humanitarian partners.
Key Responsibilities
1. Field Coordination, Analysis & Security
- Monitor humanitarian, political, socio‑economic, and security developments in the AoR.
- Provide analysis on emerging trends and advise teams on access and security constraints.
- Ensure field teams comply with ICRC security procedures and SOPs.
- Support multidisciplinary, protection‑centered implementation of activities.
2. Protection‑Focused Tasks
- Collect, compile, and interpret protection‑related information.
- Document protection cases in coordination with Protection teams.
- Support protection dialogue with relevant interlocutors.
3. Networking & Communication
- Build and maintain a strong network of local authorities, community leaders, NGOs, and other key actors.
- Strengthen community engagement through group and individual sessions.
- Ensure accountability to affected communities and identify vulnerable groups.
- Represent the ICRC in external meetings and OpComm sessions when required.
4. Planning, Reporting & Administration
- Prepare field trip requests, logistics, and administrative documentation.
- Conduct financial and administrative follow‑up after missions.
- Draft weekly updates, meeting minutes, and institutional reports.
- Support coordination with the Ethiopian Red Cross Society (ERCS).
Qualifications
Education
- High school diploma or university degree.
Experience
- 2–3 years of experience as a project/program officer in humanitarian, NGO, or private sector roles; OR
- 1–2 years of program/project experience with ICRC or another humanitarian agency.
Skills
- Fluent in English and Amharic (minimum C1 level).
- Strong computer literacy.
- Excellent communication, networking, and analytical skills.
- Ability to work independently and conduct frequent field travel.
Reporting Line
Reports directly to the Generalist Delegate in the Sub‑Delegation.
