IOM Ethiopia's Protection Unit supports programmes addressing protection risks, return and reintegration, livelihoods, community development and migration-related needs.

About the Position

IOM Ethiopia is seeking a National Project Officer (Reintegration and Economic Inclusion) to support the planning, coordination, implementation and monitoring of community-based reintegration (CBR) interventions and Enterprise Development Fund (EDF) activities.

The position will work under the overall supervision of the Senior Programme Officer (Protection) and direct supervision of the Programme Officer (Return and Reintegration). The successful candidate will coordinate with programme teams, field staff, government counterparts, implementing partners and private-sector stakeholders.

Key Responsibilities

  1. Support the coordination, implementation and monitoring of community-based reintegration activities addressing economic, social and psychosocial dimensions of reintegration.
  2. Assist with community assessments, market analyses, value-chain assessments and stakeholder consultations.
  3. Support reintegration activities benefiting returnees, vulnerable migrants and host communities, including livelihoods, community infrastructure, social cohesion and service-delivery initiatives.
  4. Support the day-to-day implementation of the Enterprise Development Fund, including outreach, selection documentation, due diligence and monitoring.
  5. Engage with private-sector actors, SMEs, business associations, financial institutions, chambers of commerce and entrepreneurship-support organizations.
  6. Contribute to EDF operational plans, grant documentation, monitoring tools, risk mitigation measures and accountability mechanisms.
  7. Coordinate with field focal points, implementing partners and service providers and follow up on operational challenges.
  8. Maintain communication with IOM units, government counterparts and partners to support programme coordination and information sharing.
  9. Assist in working with federal, regional and local authorities, community structures and technical working groups.
  10. Monitor implementing partners and service providers against agreed workplans, IOM standards, donor requirements and protection principles.
  11. Support capacity-building activities for government counterparts, private-sector actors, civil society organizations, community leaders and field teams.
  12. Collect, verify and consolidate monitoring data, beneficiary feedback and lessons learned.
  13. Conduct field monitoring visits and prepare mission notes with observations and recommended follow-up actions.
  14. Prepare inputs for donor reports, briefing notes, concept notes, presentations, success stories and technical documentation.
  15. Contribute field-based information and lessons learned to project development and resource mobilization.
  16. Participate in relevant coordination mechanisms, technical working groups, government consultations and partner meetings.
  17. Perform other duties as assigned.

Required Qualifications

Education

Applicants must meet one of the following requirements:

  • Bachelor's degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or a related field from an accredited institution, with two years of relevant professional experience; or
  • A Master's degree in one of the above-mentioned or related fields.

Professional Experience

Candidates should have relevant experience in areas including:

  • Community-based reintegration projects, including grants or enterprise development funds.
  • Working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups.
  • Working with implementing partners, NGOs and community-based organizations.
  • Liaising with government authorities, international institutions, UN agencies and NGOs.
  • Working with financial institutions, chambers of commerce, private-sector organizations and business-development service providers.
  • Market assessments, value-chain analyses and livelihoods assessments.
  • Reintegration or similar programmes at global or regional level with a UN agency or international organization is an asset.
  • Supporting training programmes, particularly those related to reintegration.
  • Monitoring employment creation, enterprise growth, livelihoods and income-generation outcomes.
  • Working with international humanitarian, governmental or non-governmental organizations in multicultural environments.
  • Migration-related work, including field operations, project development, management and report writing.

Required Skills

  • Knowledge of integrated approaches to reintegration and community-based reintegration methodologies.
  • Understanding of migration, return and reintegration programming.
  • Knowledge of local economic development and livelihoods approaches.
  • Understanding of SME development, entrepreneurship support and access-to-finance mechanisms.
  • Knowledge of grants management and private-sector partnerships.
  • Monitoring, Evaluation, Accountability and Learning (MEAL) skills.
  • Strong analytical and report-writing skills.
  • Project-cycle management skills.
  • Budget monitoring and financial management skills.
  • Stakeholder engagement and partnership-development skills.
  • Data analysis and database-management skills.
  • Advanced proficiency with Microsoft Word, Excel and PowerPoint.
  • Experience with information-management and project-management systems.

Language Requirements

  • English: Fluent, written and spoken.
  • Amharic: Fluent, written and spoken.

Language proficiency may be evaluated through written and/or oral assessments during the recruitment process.
