Position Summary

The Senior Project Associate – IBG will support the strategic, technical, and operational coordination of IBG projects in Ethiopia, with a primary focus on the Ethiopia component of the regional counter‑smuggling programme. The role involves coordination across legal frameworks, SOP development, inter‑agency mechanisms, capacity building, MEAL, and institutional engagement.

The position reports to the Programme Officer (IBG) and the National Programme Officer (IBG).


Key Responsibilities

  • Support strategic and operational implementation of IBG projects, especially counter‑smuggling initiatives.
  • Serve as a coordination focal point for legal frameworks, SOPs, technical working groups, and institutional strengthening.
  • Engage with senior government counterparts across Immigration, Police, Justice, Trade, and other sectors.
  • Coordinate consultative processes for SOP development, validation, and operationalization.
  • Monitor multi‑workstream implementation and help resolve operational challenges.
  • Support planning and quality assurance of capacity‑building activities (trainings, workshops, study visits, exchanges).
  • Contribute to assessments, studies, concept notes, briefing papers, and technical documents.
  • Ensure alignment with broader IBG portfolio activities (MIDAS, border infrastructure, document verification, API/PNR, legal identity, etc.).
  • Support donor reporting, presentations, and operational updates.
  • Serve as MEAL focal point: indicator tracking, data collection, reporting, and integration of MEAL principles.
  • Integrate cross‑cutting themes: gender, diversity & inclusion, protection mainstreaming, and PSEA.
  • Coordinate with regional and country office teams for programme coherence.
  • Undertake duty travel to airports, border points, and partner institutions as required.
  • Provide guidance to project support staff.
  • Contribute to internal planning, knowledge management, and strategic reflection.
  • Perform other duties as assigned.

Qualifications & Experience

Education

  • University degree in Political/Social Sciences, International Relations, Law, Migration Studies, Public Administration, Security Studies, Criminology, or related fields with at least 5 years of relevant experience
    OR
  • School diploma with at least 7 years of relevant experience

Experience

  • Experience in migration management, border governance, counter‑smuggling, or law enforcement coordination.
  • Experience working with senior government counterparts and inter‑agency structures.
  • Experience developing SOPs, legal/policy frameworks, or coordination mechanisms.
  • Experience in capacity building and institutional strengthening.
  • Strong drafting skills for reports, briefing notes, and technical documents.
  • Knowledge of MEAL, Gender, DI, PSEA, and cross‑cutting themes.
  • Experience in complex multi‑stakeholder environments is an advantage.
  • Experience with border management technologies, document verification, or identity management is an asset.
  • Knowledge of Ethiopian border areas is desirable.
