1. Logistics Assistant BSP – Yabelo

Location: Yabelo, Ethiopia
Number of Positions: 1

Job Summary

The Logistics Assistant supports logistics, administration, fleet management, warehouse and asset management, and basic HR-related administrative activities for the Border Security Programme in Yabelo.

Key Responsibilities

Logistics and Fleet Management – 55%

  • Coordinate day-to-day logistics for programme activities.
  • Arrange transportation, accommodation, supplies, travel, visitors, and programme activities.
  • Maintain fleet and vehicle records, logbooks, driver documentation, fuel records, maintenance schedules, and accident reports.
  • Support basic procurement processes and supplier follow-up.
  • Maintain logistics trackers and records.
  • Promote compliance, accountability, and value for money.

Administration – 20%

  • Support office facilities, leases, utilities, communications, travel, accommodation, meetings, workshops, and visitors.
  • Maintain administrative records and filing systems.
  • Support basic HR administration, including staff records, onboarding, attendance, and travel documentation.
  • Maintain confidentiality of administrative information.

Warehouse and Asset Management – 25%

  • Receive, store, issue, and document programme supplies and materials.
  • Maintain stock records, bin cards, physical counts, and distribution documentation.
  • Maintain asset records, tagging, assignments, transfers, handovers, and disposals.
  • Report missing, damaged, or obsolete assets.
  • Maintain documentation required for audits and programme accountability.

Qualifications and Experience

  • Bachelor’s degree in Logistics, Supply Chain Management, Procurement, Business Administration, Management, or a related field. Equivalent relevant education and experience may be considered.
  • At least 3 years of progressively responsible experience in logistics, operations, administration, or supply chain management, preferably with an INGO.
  • Practical experience with fleet, assets, warehouse, and office administration.
  • Knowledge of logistics documentation, donor compliance, segregation of duties, accountability, and value for money.
  • Experience with FCDO or similarly regulated programmes is an advantage.
  • Strong organization, record management, tracking, and multitasking skills.
  • Good computer skills, particularly Microsoft Excel, Word, Outlook, and basic operational reporting.
  • Good written and spoken English and Amharic.
  • Additional Ethiopian languages relevant to the programme location are an advantage.

3. Area Coordinator BSP – Bahir Dar

Location: Bahir Dar, Amhara Region, Ethiopia

Job Summary

The Area Coordinator provides field-level leadership, coordination, and oversight for Border Security Programme activities managed from Bahir Dar. The role coordinates programme implementation, government and partner engagement, field teams, budgets, reporting, risk management, and programme accountability.

Key Responsibilities

  • Lead implementation of approved field workplans and translate country-level plans into field implementation plans.
  • Track programme progress, dependencies, bottlenecks, and follow-up actions across programme outcome areas.
  • Coordinate with Amhara regional, zonal, woreda, local, and sector institutions.
  • Maintain effective working relationships with government counterparts, implementing partners, and communities.
  • Promote conflict-sensitive and inclusive community engagement.
  • Supervise field programme personnel and support performance management.
  • Coordinate with Programme, Finance, MRELA, Security, Operations, Procurement, and other relevant functions.
  • Support field budget planning, forecasting, activity costing, and Budget vs. Actual monitoring.
  • Coordinate procurement, logistics, transport, payments, and other operational requirements.
  • Promote value for money and prevent unapproved commitments.
  • Support monitoring, evidence collection, Progress Marker tracking, documentation, reporting, and learning.
  • Maintain confidentiality and appropriate handling of CARM information.
  • Monitor political, security, conflict, access, and institutional developments affecting programme implementation.
  • Coordinate security and escalate operational and programme risks.
  • Promote conflict sensitivity, Do No Harm, safeguarding, gender and social inclusion, human rights, and participant protection.
  • Represent Mercy Corps BSP in routine field implementation coordination within delegated authority.
  • Participate in coordination meetings and maintain appropriate relationships with field stakeholders.

Qualifications and Experience

  • Bachelor’s degree in International Development, Public Administration, Political Science, Governance, Peace and Conflict Studies, Sociology, Programme Management, or a related field.
  • Master’s degree is an advantage.
  • At least 5 years of progressively responsible programme-management experience, preferably with an INGO.
  • Significant field coordination, implementation, and team-management experience.
  • At least 2 years of supervisory or team leadership experience.
  • Experience managing complex, multi-stakeholder programme implementation.
  • Experience coordinating government, community, partner, technical, and operational stakeholders.
  • Implementing partner management experience is required.
  • Experience engaging government institutions at regional and local levels.
  • Experience in Amhara Region is an advantage.
  • Strong workplanning, budget monitoring, reporting, facilitation, negotiation, and problem-solving skills.
  • Knowledge of conflict sensitivity, Do No Harm, safeguarding, community accountability, and inclusive programming.
  • Experience in borderlands, migration, trafficking, protection, governance, peacebuilding, community security, justice, or law-enforcement programming is strongly preferred.
  • FCDO or major donor programme experience is an advantage.
  • Excellent English and Amharic communication skills.

5. Finance and Subaward Specialist BSP – Addis Ababa

Location: Addis Ababa, Ethiopia

Job Summary

The Finance and Subaward Specialist is responsible for country-level financial management, subaward oversight, partner financial monitoring, compliance, and financial support for the Border Security Programme in Ethiopia.

Key Responsibilities

Programme Financial Management

  • Monitor programme expenditure, forecasts, cash flow, budgets, and financial risks.
  • Support forecasts, cash-flow planning, activity budgets, and budget revisions.
  • Review financial coding, supporting documentation, and compliance.
  • Conduct budget reviews and Budget vs. Actual analysis.
  • Promote value for money and audit-ready financial records.

Subaward Management

  • Support partner selection, budget review, pre-award assessment, and due diligence.
  • Manage subaward documentation, provisions, modifications, revisions, and approvals.
  • Maintain subaward trackers and files.
  • Review partner financial reports, payment requests, advances, and settlements.
  • Support subaward closeout activities.
  • Coordinate with regional and consortium finance teams where applicable.

Partner Financial Monitoring and Capacity Strengthening

  • Develop risk-based partner financial monitoring plans.
  • Conduct financial monitoring through field visits and desk reviews.
  • Review accounting, procurement, payroll, supporting documents, internal controls, and budgets.
  • Follow up on corrective actions.
  • Provide coaching and training to strengthen partner financial systems.

Compliance, Risk and Audit

  • Ensure compliance with FCDO requirements, Mercy Corps policies, and applicable Ethiopian financial, tax, and regulatory requirements.
  • Identify and escalate financial risks, control weaknesses, audit findings, and questioned costs.
  • Review transactions and supporting documentation.
  • Escalate suspected fraud, conflicts of interest, misuse of funds, and relevant safeguarding concerns through appropriate channels.

Team Coordination and Technical Support

  • Provide technical supervision, coaching, and quality assurance to BSP Finance Officers in Bahir Dar and Yabello.
  • Guide accounting, payments, reconciliations, Budget vs. Actual analysis, documentation, and partner follow-up.
  • Promote consistent finance practices across BSP field locations.

Programme Coordination

  • Work closely with the Country Lead, Mercy Corps finance leadership, Regional Finance Director, Grants, Compliance, Programme, MRELA, Operations, and Procurement teams.
  • Provide financial analysis, advice, and reporting to support programme decision-making.

Qualifications and Experience

  • Bachelor’s degree in Accounting, Finance, Business Administration, Economics, or a related field.
  • Professional accounting qualification or advanced degree is an advantage.
  • At least 5 years of progressively responsible finance, grants, or subaward experience, preferably with an INGO.
  • At least 2 years of direct subaward management, partner monitoring, or grants compliance experience.
  • Demonstrated experience across the subaward lifecycle, including assessment, budgeting, award administration, monitoring, payments, modifications, compliance, and closeout.
  • Experience with institutional donor compliance; FCDO experience is strongly preferred.
  • Knowledge of Ethiopian financial, tax, and statutory requirements.
  • Strong budgeting, forecasting, cash-flow management, and financial analysis skills.
  • Advanced Microsoft Excel skills and experience with accounting, financial, or grants management systems.
  • Strong organization, documentation, prioritization, and problem-solving skills.
  • Excellent English and Amharic communication skills.
  • High level of integrity, discretion, and attention to financial controls.

Location and Travel

The position is based in Addis Ababa and requires regular travel to BSP programme locations and partner offices, including Bahir Dar and Yabello.
