UNHCR Ethiopia is recruiting a Risk Management Officer (NOC) for a National Professional Officer appointment in Addis Ababa, starting April 2026. This full‑time role is central to strengthening risk culture across the Ethiopia Operation, supporting integrity, compliance, and accountability in one of UNHCR’s largest country programs. Job Overview

The Risk Management Officer will report to the Representative and be part of UNHCR’s Risk Management Network. The incumbent supports risk identification, analysis, and mitigation, ensuring integration of risk management into decision‑making, planning, monitoring, and reporting.

The role involves maintaining the risk register, coordinating risk review exercises, delivering training, and supporting oversight recommendations. The incumbent will liaise with government offices, partners, donors, and communities to strengthen accountability and service quality.


Key Responsibilities

  • Implement UNHCR’s risk management strategy and strengthen risk culture.
  • Guide colleagues on risk management and compliance with policies.
  • Facilitate integration of risk considerations into planning and monitoring.
  • Coordinate risk identification, analysis, and mitigation actions.
  • Maintain and update the risk register.
  • Deliver training and capacity‑building initiatives on risk management.
  • Support oversight recommendations and produce summary reports.
  • Undertake support missions and represent risk management in meetings.
  • Perform other related duties as required.

Required Qualifications & Skills

Education

  • Undergraduate degree with 6 years relevant experience; or
  • Graduate degree with 5 years relevant experience; or
  • Doctorate with 4 years relevant experience.

Work Experience

  • Experience in risk management and quality assurance.
  • Knowledge of enterprise risk management frameworks.
  • Strong analytical and problem‑solving skills.
  • Experience in training, capacity building, and collaboration.
  • Field experience in humanitarian operations is essential.
