Job Summary

The Executive Head of HR Shared Services is responsible for building and leading a high-performing HR shared services function that provides consistent, compliant, and cost-effective HR services throughout the employee lifecycle.

The role oversees HR operations, employee and labour relations, HR records and data governance, international mobility and immigration, HR policy governance, HR systems, and service delivery performance.

Key Responsibilities

  • Define and execute the HR Shared Services strategy, operating model, service catalogue, and annual roadmap.
  • Build and continuously improve a scalable HR Service Centre with clear service levels, case management, escalation routes, and quality controls.
  • Lead end-to-end HR operations across the employee lifecycle.
  • Standardize HR processes and establish clear accountability and operational controls.
  • Lead HR service automation and digitization, including employee and manager self-service, workflow automation, and system integration.
  • Establish and monitor KPIs, SLAs, service quality, customer satisfaction, productivity, and cost-to-serve.
  • Use performance data to identify gaps and drive continuous improvement.
  • Strengthen HR data governance, records management, privacy, access controls, and workforce reporting.
  • Lead employee and labour relations, grievance management, investigations, and disciplinary processes in accordance with Ethiopian labour law and company policies.
  • Oversee international mobility and immigration services and ensure regulatory compliance.
  • Manage the HR policy governance framework, including policy development, implementation, review, and assurance.
  • Manage shared services budgets, suppliers, and contracts.
  • Provide advice to executives, managers, and employees on complex HR operational and employee-relations matters.
  • Lead, coach, and develop the HR Shared Services leadership team.
  • Build organizational capability and support business continuity and succession planning.

Qualifications and Experience

  • Bachelor’s degree in Human Resources, Business Management, Management, or a related field.
  • Relevant postgraduate qualification is preferred.
  • Minimum 10 years of progressive HR experience in a large, complex, and regulated organization.
  • At least 5 years of experience in a senior leadership role with accountability for HR operations or shared services.
  • Demonstrated experience establishing, scaling, or transforming an HR shared services model.
  • Experience delivering measurable improvements in service, productivity, cost, and employee experience.
  • Strong working knowledge of Ethiopian labour law.
  • Experience handling complex employee relations, investigations, grievances, and disciplinary matters.
  • Experience leading HR technology, process automation, data governance, records management, and workforce analytics initiatives.
  • Programme and change-management experience involving cross-functional teams, vendors, and multiple delivery dependencies.
  • Experience managing budgets, supplier performance, service agreements, operational risk, and audit requirements.
  • Excellent judgement, executive communication, negotiation, and influencing skills.
  • Professional HR certification is an advantage.

2. Manager – Regional Sales – Assosa

Job Summary

The Manager – Regional Sales supports Safaricom Ethiopia’s sales, customer acquisition, distribution, and M-PESA growth activities within an assigned cluster or sales territory.

The position supports distributors, merchants, agents, sub-agents, SSOs, and field teams while contributing to product availability, customer acquisition, revenue growth, M-PESA adoption, and customer experience.

Key Responsibilities

Sales and Revenue Growth

  • Execute approved cluster-level sales and acquisition plans against agreed targets.
  • Support market penetration campaigns, trade activities, and customer acquisition initiatives.
  • Monitor daily and weekly sales, usage, acquisition, and distribution performance.
  • Support revenue growth across mobile, M-PESA, device sales, and assigned propositions.

Distribution and Field Operations

  • Support distributors, merchants, agents, sub-agents, SSOs, and field teams.
  • Monitor product and float availability.
  • Conduct field visits to monitor route coverage, stock, branding, pricing, and service quality.
  • Follow up with distributor staff, supervisors, TDRs, merchants, and agents to address performance gaps.
  • Escalate operational challenges and non-conformities through established channels.

M-PESA Growth

  • Support merchant acquisition, activation, float availability, active usage, and transaction growth.
  • Monitor merchant, agent, and customer usage data.
  • Identify low-activity outlets and support corrective actions.
  • Assist with M-PESA training, awareness, and trade engagement activities.
  • Promote understanding of service standards, float requirements, and customer education expectations.

Field Team Coordination

  • Supervise assigned field teams or distributor resources where applicable.
  • Provide coaching and follow-up on sales execution standards.
  • Support training activities for merchants, agents, and distributor teams.
  • Promote compliance with merchandising, RED/PICOS, branding, pricing, and customer experience standards.

Market Intelligence and Customer Experience

  • Collect competitor, customer, and trade feedback from the assigned territory.
  • Support customer education activities and local trade events.
  • Identify underperforming merchants, agents, and routes.
  • Recommend improvement actions.
  • Contribute to customer experience and service availability improvements.

Qualifications and Experience

  • Knowledge of the telecommunications industry, products, services, and customer behavior.
  • MBA in Business Studies is preferable.
  • Knowledge of the local language is desirable.
