Job Overview

The Senior Manager – Business Development provides strategic leadership for resource mobilization, partnerships, and organizational growth. Reporting to the Director of Program Strategy and Growth, this role is responsible for positioning Amref Ethiopia for sustainable expansion through market intelligence, capture management, consortium development, and high‑quality proposal leadership.

This senior role is critical in diversifying funding sources, strengthening partnerships, and enhancing Amref Ethiopia’s competitiveness with institutional donors, foundations, multilateral agencies, private sector actors, and innovative financing partners.


Key Responsibilities

Strategic Growth & Market Positioning

  • Lead development and implementation of business development and resource mobilization strategies.
  • Maintain a 12–24‑month funding pipeline with pre‑positioning strategies.
  • Conduct market intelligence to identify donor priorities and investment trends.
  • Advise leadership on growth opportunities and competitive positioning.
  • Drive diversification into private sector partnerships and innovative financing.

Pre‑Positioning & Capture Management

  • Identify and track upcoming funding opportunities.
  • Lead donor intelligence gathering and competitive analysis.
  • Engage donors and partners early to influence funding priorities.
  • Develop capture plans, win strategies, and partnership alignment.

Proposal Leadership & Quality Assurance

  • Oversee end‑to‑end proposal development for priority bids.
  • Ensure timely submission of high‑quality, donor‑responsive proposals.
  • Lead consortium building and partnership negotiations.
  • Align technical narratives, budgets, and results frameworks.

Partnerships & External Engagement

  • Build long‑term partnerships with government, donors, NGOs, and private sector.
  • Represent Amref Ethiopia in donor meetings and strategic forums.
  • Strengthen external positioning through capability statements and strategic briefs.

Systems Strengthening & Capacity Development

  • Enhance business development systems and SOPs.
  • Build internal capacity in proposal development and partnerships.
  • Mentor and supervise business development staff.
  • Collaborate with HQ and regional teams on global fundraising strategies.

Qualifications

Academic Background

  • Master’s degree in Business Administration, Economics, Development Finance, Public Health (Health Economics/Financing), International Development, or related field.
  • Additional certifications in grant acquisition, fundraising, proposal development, or partnership management are an advantage.

Experience

  • Minimum 7 years in business development, resource mobilization, or grant management.
  • Proven track record of securing multi‑million‑dollar grants.
  • Experience leading complex, multi‑partner proposals.
  • At least 3 years in supervisory or team management roles.
  • Strong donor engagement and partnership development experience.

Skills & Competencies

  • Deep understanding of donor requirements and compliance standards.
  • Strategic thinking and ability to position opportunities ahead of funding calls.
  • Strong financial literacy and budgeting alignment.
  • Excellent partnership‑building and negotiation skills.
  • Ability to manage multiple priorities under tight deadlines.
  • High professionalism, integrity, and accountability.
