About SNV Ethiopia
SNV is an international development organization working in Ethiopia to promote inclusive economic growth, sustainable agriculture, and improved livelihoods. This consultancy focuses on assessing recruitment linkages between medium and large enterprises (MLEs) and digital job matching platforms, with emphasis on medium enterprises in manufacturing, services, and other sectors.
Assignment Overview
The consultant will conduct a feasibility study to evaluate recruitment practices of medium and large enterprises and their potential integration with digital job platforms in Ethiopia. The study will provide recommendations for designing interventions that support outsourcing and digital recruitment solutions in Addis Ababa.
Key Responsibilities
- Assess recruitment linkages between enterprises and digital job platforms.
- Analyze feasibility of outsourcing recruitment through digital platforms.
- Facilitate stakeholder engagement with enterprises, government, and platform providers.
- Provide evidence‑based recommendations for intervention design.
- Deliver inception, draft, and final reports with actionable insights.
Consultant Requirements
Team Lead: Labor Market/MSD Specialist (Overall Lead)
- Education: Master’s in Economics, Public Policy, Business, or related field (or equivalent experience).
- Experience:
- 7+ years in market systems development (MSD) or private sector development.
- At least 3 years in labor market systems or enterprise development.
- Led at least two feasibility/commercial model design studies.
- Proven stakeholder facilitation with private sector MLEs and government entities (e.g., MoLS).
- Strong writing and synthesis skills (inception, draft, final reports).
- Evidence Required:
- Two relevant assignments in the last 5 years (title, client, year, country, objective, role, outcome).
- Two written samples (one feasibility report or commercial model design).
- References from at least two clients in private sector or development programs.
Mandatory Qualifications:
- Experience engaging with medium & large enterprises in Ethiopia.
- Completed at least two feasibility studies resulting in implemented pilots or signed platform–enterprise agreements.
- Proven financial modeling of service or platform‑based business models.
- Experience designing and running co‑design workshops in the private sector.
Additional Skills
- Hands‑on experience with Adobe Illustrator, Photoshop, and InDesign.
- Experience with digital data systems, dashboards, and MIS/Digital MERL platforms.
