About the Organization

Development Expertise Center (DEC) is a local civil society organization established in 2007 and re‑registered in 2019 under the Ethiopian Authority for Civil Society Organizations. DEC implements five major programs:

  • Child Well‑being and Education Development
  • Gender and Life Skills Development
  • Employable Skills Development
  • Advocacy
  • Humanitarian Emergency Response

DEC operates across six regional states and Addis Ababa City Administration, working to improve education, skills, gender equality, and humanitarian support.


Job Summary

The Sub‑grant Manager will lead and oversee the sub‑granting process, ensuring compliance with donor requirements and organizational policies. The role involves coordinating proposal development, managing donor communications, monitoring award implementation, and supporting program and finance teams to ensure effective grant management.


Key Responsibilities

  • Plan and manage the sub‑grant process in line with annual budgets.
  • Identify and track new grant opportunities and calls for applications.
  • Lead development and submission of high‑quality concept notes and proposals.
  • Coordinate proposal timelines with program, finance, and administration teams.
  • Maintain donor communications, requests, and amendments.
  • Monitor award implementation and ensure compliance with donor requirements.
  • Support reporting, procurement, and compliance activities.
  • Build capacity of program teams to address grant management challenges.
  • Provide regular updates to the program coordinator.
  • Perform additional duties assigned by supervisors and the Executive Director.

Qualifications

  • Education: Bachelor’s degree in Business Administration, Public Administration, Finance, or Nonprofit Management.
  • Experience:
    • Minimum 7 years of relevant experience for BA holders, or 5 years for MA holders.
    • Prior experience in NGOs or related sectors.

Skills and Competencies

  • Strong expertise in grants, sub‑delegation, and sub‑grant management.
  • Knowledge of procurement and supply chain management.
  • Familiarity with national standards and procedures for procurement of works, consultancy services, goods, and services.
  • Excellent negotiation and influencing skills.
  • Strong oral, written, and report‑writing abilities.
  • High attention to detail, accuracy, and thoroughness.
