UNDP Ethiopia Job Vacancy 2026 – Project Manager, EW4ALL Project

UNDP is hiring a Project Manager – EW4ALL Project in Addis Ababa, Ethiopia. The position is offered under a National Personnel Service Agreement (NPSA-9) for a one-year contract and is open to Tier 1 and Tier 2 applicants as specified in the vacancy announcement.

The Project Manager will lead the implementation and coordination of Ethiopia's Early Warning for All (EW4All) project, focusing on disaster risk knowledge, hydro-meteorological monitoring and forecasting, risk communication, early action, and disaster preparedness.

About the Role

The Project Manager will oversee the planning, coordination, implementation, monitoring, and management of the GCF-funded EW4All Project in Ethiopia.

The project aims to strengthen Ethiopia's multi-hazard impact-based early warning and early action system by improving disaster risk knowledge, hydro-meteorological observation and forecasting, risk communication, preparedness, and anticipatory action.

The Project Manager will work with UNDP, government institutions, responsible parties, development partners, technical teams, and community stakeholders to ensure that project activities are delivered on time and according to UNDP and GCF requirements.

Key Responsibilities

Project Leadership and Coordination

• Lead the national Project Management Unit and oversee delivery of project outputs and results.
• Coordinate with responsible parties, government institutions, project partners, and the National EW4All Steering Committee.
• Supervise PMU personnel and provide guidance, performance objectives, and feedback.
• Coordinate contractors, consultants, and related project activities.
• Organize and support Project Board meetings and follow up on decisions and action points.

Project Planning and Management

• Develop and implement Annual Work Plans and monitor progress against approved targets.
• Monitor project risks and identify appropriate mitigation measures.
• Oversee project budgets, financial reporting, procurement, and contractual management.
• Ensure compliance with UNDP and GCF policies, procedures, safeguards, and gender requirements.
• Monitor project implementation and address operational and management bottlenecks.

Technical and Knowledge Management

• Provide strategic guidance to the Project Management Unit and implementing partners.
• Support technical quality across the project's three main outputs:
  • Disaster risk knowledge and data management.
  • Hydro-meteorological observation and impact-based forecasting.
  • Disaster risk communication, anticipatory action, and preparedness.
• Promote knowledge sharing, capacity development, innovation, and good practices.
• Support preparation of technical briefs, case studies, reports, and knowledge products.

Monitoring, Reporting and Evaluation

• Oversee project monitoring and evaluation systems.
• Coordinate collection and analysis of project data.
• Prepare annual, semi-annual, thematic, and other required reports.
• Track project indicators and results.
• Support evaluations, audits, and implementation of audit recommendations.
• Ensure lessons learned are documented and incorporated into project management.

Community Engagement

• Facilitate participation of local communities in project planning and implementation.
• Ensure community feedback is incorporated into project adaptation.
• Support communication regarding project progress, emerging risks, and mitigation measures.
• Serve as a focal point for environmental and social grievances arising during project implementation.

Required Qualifications and Experience

Education

• Master's degree or equivalent in Disaster Risk Management, Climate Science, Development Studies, Environmental Management, Meteorology, or a related field; or
• Bachelor's degree in a relevant field combined with an additional two years of qualifying experience.

Work Experience

• At least 2 years of relevant experience with a master's degree, or 4 years with a bachelor's degree.
• Experience in project development, management, and coordination.
• Experience related to early warning systems, climate change, disaster risk reduction, meteorology, atmospheric science, or related areas.
• Experience with results-based management, monitoring, and evaluation.

Technical Skills

• Experience using MS Word, Excel, web-based management systems, and spreadsheet/database applications.
• Knowledge of early warning systems, risk knowledge, preparedness, weather forecasting, and monitoring.
• Experience managing complex, multi-stakeholder projects.
• Ability to manage budgets, teams, training, and stakeholder relationships.
• Knowledge of Ethiopia's multi-hazard early warning and early action roadmap.
• Strong writing, presentation, reporting, and communication skills.
• Familiarity with GCF or similar donor-funded projects is desirable.
• Experience with UN agencies, international NGOs, or donor-funded projects is desirable.
• Experience in procurement, logistics, contract management, and stakeholder coordination is desirable.

Language Requirements

• Fluency in English is required.
• Fluency in Amharic or Tigrinya is required.
