Position Overview
UNICEF is seeking a Health Manager to provide strategic leadership and technical oversight for UNICEF Ethiopia’s health programme under the Chief of Health.
The position focuses on strengthening equitable and resilient health services, particularly in primary health care, immunization, health systems strengthening, and emergency preparedness and response, including services for underserved, hard-to-reach, and crisis-affected populations.
Key Responsibilities
Programme Development and Planning
- Support the development and planning of UNICEF’s health programme.
- Provide technical input into programme strategies, plans, and priorities.
- Support health interventions addressing immunization, primary health care, health systems, and emergencies.
Programme Management and Monitoring
- Provide strategic and technical oversight of programme implementation.
- Monitor programme performance, results, and progress.
- Support evaluation, reporting, and evidence-based programme improvements.
Technical and Advisory Support
- Provide technical advice on health systems strengthening and primary health care.
- Support routine immunization and vaccine-preventable disease outbreak response.
- Provide technical guidance on health emergency preparedness and humanitarian response.
- Analyze surveillance and epidemiological information, immunization coverage trends, and programme performance.
Advocacy, Partnerships and Networking
- Build and maintain partnerships with government counterparts, development partners, donors, and other stakeholders.
- Support coordination related to immunization and health emergencies.
- Contribute to advocacy, resource mobilization, strategic communication, and partnership development.
Innovation and Knowledge Management
- Promote innovative approaches to health programme delivery.
- Support knowledge management and sharing of good practices.
- Strengthen the capacity of health programme teams and partners.
Required Qualifications
- Education: Master’s degree or equivalent advanced degree in public health, pediatric health, family health research, global/international health, health policy and management, vaccinology, environmental health sciences, biostatistics, socio-medical sciences, health education, epidemiology, or a related field.
- Experience: At least 8 years of relevant professional experience in public health programme planning and management.
- Demonstrated expertise in one or more of the following:
- Health systems strengthening
- Immunization systems
- Primary health care
- Maternal and newborn health
- Health emergency preparedness and response
- Vaccine-preventable disease outbreak response
- Public health emergencies
- Strong programme management and analytical skills.
- Experience using surveillance and epidemiological data to inform health programmes.
- Language: Fluency in English.
Desirable Experience
Experience or knowledge in the following areas is an advantage:
- Ethiopia’s federal and regional health system.
- Primary health care and routine immunization in Ethiopia.
- Outbreak preparedness and response.
- Humanitarian and crisis-affected settings.
- Health programmes in decentralized, fragile, or emergency-prone contexts.
- Experience with UNICEF, the UN system, or other international organizations.
- Coordination with government counterparts, donors, development partners, and immunization or emergency-response stakeholders.
- Global health initiatives and financing mechanisms, including Gavi and the Global Fund.
- Donor coordination, partnership management, resource mobilization, reporting, and strategic communication.
- Country-level development and humanitarian programming.
Knowledge of another UN official language or a local language is also desirable.
