We are currently seeking a Senior MEAL Expert to join our Addis Ababa office and strengthen our Monitoring, Evaluation, Accountability, and Learning (MEAL) systems.

Purpose of the Role

The Senior MEAL Expert will lead evidence-based programming by designing practical data systems, ensuring responsible data management, and translating programme data into actionable insights for decision-making and improved outcomes.


Key Responsibilities

1. Data Systems & Governance

  • Develop and harmonize MEAL plans, indicator tracking tools, and reporting templates.
  • Design and maintain MEAL data architecture (indicator library, codebooks, metadata).
  • Establish secure programme databases with access controls.
  • Implement GDPR-aligned data governance (consent, retention, safe sharing).
  • Support partner data systems alignment and audits.

2. Analytics & Decision Support

  • Analyse monitoring data and provide recommendations for adaptive management.
  • Contribute to donor and internal reporting with verified indicator progress.
  • Build dashboards and analysis packs (Power BI, Tableau, Excel).
  • Implement automated data quality checks and document logic.
  • Support proposal design with indicator logic and baseline evidence.

3. Digital Data Collection

  • Lead design and QA of digital tools (CommCare, Kobo, ODK).
  • Train enumerators on digital workflows, informed consent, and error prevention.
  • Maintain reusable forms and question banks for consistency.

4. Accountability & Feedback

  • Strengthen Feedback and Complaints Response Mechanisms (FCRM).
  • Ensure safe handling of sensitive feedback with confidentiality rules.
  • Analyse feedback trends and produce actionable insights.

5. Evaluations & Learning

  • Support implementation of evaluation recommendations.
  • Develop learning agendas and facilitate after-action reviews.
  • Produce evidence products such as briefs and decision notes.

6. Data Protection & GDPR

  • Act as focal point for GDPR-aligned practices in Ethiopia.
  • Maintain data protection documentation and incident logs.
  • Guide safe data sharing for donor reporting and evaluations.

7. Capacity Building

  • Assess MEAL capacity gaps and support training plans.
  • Coach staff and partners on data literacy and analysis.
  • Promote a culture of data use through regular review meetings.

About You

  • Degree in Statistics, Data Science, Economics, Social Sciences, Public Health, or related field.
  • Minimum 5 years’ experience in MEAL, programme quality, research, or analytics.
  • Strong knowledge of MEAL frameworks (logframes, ToC, DQAs, evaluations).
  • Proven experience producing dashboards, analysis packs, and decision briefs.
  • Skilled in digital data collection tools (Kobo, ODK, CommCare).
  • Advanced Excel (Power Query preferred) and proficiency in Power BI/Tableau.
  • Solid understanding of responsible data management and GDPR principles.
  • Excellent communication skills in English and Amharic.
