Organizational Overview

Caritas Germany (CG), the German Catholic disaster relief agency, provides global disaster relief and supports over 650 social and humanitarian projects annually. In Ethiopia, CG has been active since the 1980s, focusing on food security, WASH, education, health, and protection. Together with Catholic Caritas Ethiopia (CCE), CG seeks to strengthen local partners’ capacity in humanitarian response and MEAL systems.

Job Summary

The MEAL and Program Advisor will oversee capacity strengthening of CG’s local partners in Ethiopia, ensuring high-quality project implementation in food security, WASH, protection, and mental health/psychosocial services. The role involves advising partners on MEAL systems, program management, donor compliance, and safeguarding standards, while providing mentorship and technical support.

Key Responsibilities

• Advise and lead partner organizations in MEAL and program management
• Ensure quality of project inputs/outputs, including baseline assessments, monitoring, and reporting
• Support adoption of project cycle management and MEAL tools (e.g., Kobo Toolkit)
• Supervise, train, and mentor project staff
• Travel to project sites for validation, verification, and support
• Ensure safeguarding and child protection standards are upheld

Qualifications and Requirements

Education:

• MA/MSc in Humanitarian Assistance, International Relations, Public Administration, Statistics, Natural/Agricultural Sciences, Business, or related fields

Experience:

• Minimum 5 years implementing humanitarian projects (food security, WASH, protection preferred)
• Experience managing international grants (GFFO, BMZ, EU, UN system, etc.)

Skills:

• Proven MEAL/project management expertise
• Strong analytical, problem-solving, and judgment skills
• Ability to manage competing priorities under tight deadlines
• Knowledge of humanitarian indicators and MEAL tools
• Excellent relationship management and mentoring skills
• Professional proficiency in English and Amharic

Salary & Benefits
