Job Summary
The Cash Specialist will serve as the technical lead for all cash programming within DCA Ethiopia. This role ensures the design, implementation, and monitoring of multi‑purpose cash assistance (MPCA) and sector‑specific cash interventions. The specialist will provide strategic guidance to staff and partners, represent DCA in national coordination forums, and align programming with donor and humanitarian standards.
Key Responsibilities
- Contribute to DCA Ethiopia’s humanitarian strategy, focusing on MPCA.
- Lead needs and market assessments, FSP mappings, and digital landscape analyses.
- Develop and refine SOPs for cash programming (targeting, registration, delivery, encashment).
- Provide technical input on proposals and donor reports.
- Mentor staff and partners on cash transfer and voucher programming.
- Represent DCA in the Ethiopia Cash Working Group and other coordination forums.
- Document lessons learned and promote innovative technologies (e‑vouchers, mobile money, biometric registration).
Qualifications
- Master’s degree in Disaster Risk Reduction, Food Security, Economics, International Development, Social Sciences, Agriculture, or related fields.
- Minimum 7 years of humanitarian programming experience, with at least 4 years in MPCA.
- Proven experience in complex emergencies (drought, conflict‑induced displacement, natural disasters).
- Strong knowledge of Sphere Standards, CALP principles, and the Core Humanitarian Standard (CHS).
Technical Skills
- Proficiency in market analysis tools (RAM, MAG, EMMA).
- Experience with digital data collection platforms (KoboCollect, CommCare).
- Strong understanding of “Do No Harm” and protection mainstreaming.
- Excellent negotiation and diplomatic skills.
- Fluency in English (written and spoken).
