Job Summary

The Humanitarian Access and Safety (HAS) Officer supports NRC’s humanitarian access, safety, and security functions across the Jigjiga Area Office and field locations. The role requires frequent field presence to ensure safe, principled programme delivery and Duty of Care for NRC staff.

Key Responsibilities

Generic Responsibilities

  • Implement NRC’s Global HAS Management System at area level.
  • Support Safe & Inclusive Programming Minimum Standards.
  • Develop HAS documents including contingency plans, access strategies, and SOPs.
  • Supervise HAS Assistants and support recruitment, induction, and capacity building.
  • Monitor humanitarian context and brief management on risks and access constraints.
  • Support SRAs, rapid assessments, and mitigation measures.
  • Conduct drills, staff training, and regular safety briefings.
  • Liaise with UN agencies, NGOs, authorities, and external actors for security information.
  • Ensure compliance with NRC HAS policies and procedures.

Specific Responsibilities

  • Deliver HAS induction, briefings, and debriefings for staff and visitors.
  • Maintain SMPs, SOPs, HRE, and MEDEVAC documentation.
  • Conduct safety assessments for new premises and follow up on required measures.
  • Monitor vehicle and staff movement; ensure safety equipment availability.
  • Accompany staff to field locations to support access and security planning.
  • Manage travel authorization system for area personnel.
  • Maintain communication trees and conduct test activations.
  • Train staff on alternative communication systems.
  • Facilitate HEIST, First Aid, and fire safety training after certification.
  • Support incident reporting and documentation in NRC Protect.
  • Facilitate hibernation/relocation during emergencies.
  • Contribute to access strategies, engagement plans, and PCM processes.
  • Represent NRC in security coordination forums (HAWG, CMCoord).
  • Support capacity building of local partners on access and security.

Qualifications

Professional Competencies

  • Minimum 2 years relevant humanitarian or development experience.
  • Understanding of humanitarian principles, NGO safety, and access.
  • Experience working in complex operational contexts.
  • Proficiency in MS Word and Excel.
  • Strong English communication skills.

  • Experience liaising with communities, authorities, and NGOs.
  • Working proficiency in English (written & verbal).
