This role supports the Humane, Dignified, Sustainable Migration and Return Programme, funded by the Swedish Red Cross and SIDA, focusing on livelihoods, migration, and displacement.


Role Overview

The Livelihood Delegate provides technical, advisory, and quality assurance support to strengthen livelihoods programming across migration and displacement contexts. The role ensures integration of protection, gender, inclusion, and psychosocial support into all interventions, while building National Societies’ capacity and promoting evidence‑based approaches.


Key Responsibilities

  • Technical Support: Provide guidance on labour market assessments, vocational training, entrepreneurship, financial inclusion, and climate‑smart livelihoods.
  • Programme Quality: Ensure interventions integrate PGI, conflict sensitivity, and MHPSS, with participatory approaches and accountability mechanisms.
  • Institutional Strengthening: Support National Societies to develop livelihood strategies, policies, and procedures aligned with Movement standards.
  • Evidence & Data: Collect and analyze impact evidence, case studies, and lessons learned to inform decision‑making.
  • Partnerships: Build collaborations with labour authorities, vocational centres, MSMEs, and private sector actors.
  • Reporting: Ensure timely, accurate reporting aligned with IFRC frameworks and donor requirements.
  • Risk Oversight: Identify risks in migration contexts and implement mitigation measures.

Qualifications

  • University degree in Development Studies, Economics, Rural Development, Business Administration, or related fields.
  • Minimum 5 years’ experience in livelihoods programming, socio‑economic empowerment, and cash‑based interventions.
  • Experience in labour market analysis, proposal development, budgeting, and reporting.
  • Strong knowledge of PGI, conflict sensitivity, CEA, and “do no harm” principles.
  • Excellent facilitation, coaching, and mentoring skills.
  • Fluent in English; knowledge of Spanish or Arabic is an advantage.

Preferred:

  • Experience with Red Cross/Red Crescent Movement.
  • Multi‑country or regional technical roles.
  • MEAL systems for livelihoods and economic inclusion.
