About Willows International

Since 1997, Willows International (WI) has pioneered the Willows Box System, a client management approach that strengthens community‑level health services and improves access to tailored reproductive health information, referrals, and follow‑up. Over three million women and their partners have benefited from WI’s support in making informed family planning and reproductive health decisions.

In Ethiopia, WI collaborates with the Ministry of Health to strengthen the Health Extension Worker (HEW) program in Oromia, Amhara, and Sidama regions. The initiative focuses on improving client management systems, enhancing HEW effectiveness, and institutionalizing the Willows Box System to deliver personalized services, improve follow‑up, and strengthen referral linkages.


Position 1: Program Manager – Addis Ababa

Reference: Addis Ababa
Reports to: Country Director
Travel: Up to 70%

Responsibilities

  • Lead program implementation and coordination with MoH and regional health bureaus.
  • Oversee rollout and scale‑up of the Willows Box System.
  • Manage training cascades for HEWs and supervisors.
  • Ensure program compliance, risk management, and achievement of FP/SRHR outcomes.
  • Supervise program staff and ensure accountability.

Qualifications

  • Master’s degree in Public Health or related field.
  • Minimum 10 years’ experience in health program management.
  • Strong leadership, coordination, and stakeholder engagement skills.
  • Experience managing large‑scale donor‑funded FP/SRHR programs.

Position 2: Finance and Admin Officer – Addis Ababa

Reports to: Finance and Operations Manager

Responsibilities

  • Maintain accurate financial records and manage accounting systems.
  • Support budgeting, financial planning, and donor compliance.
  • Prepare financial reports and manage treasury functions.
  • Oversee procurement, HR administration, and statutory compliance.

Qualifications

  • Bachelor’s degree in Accounting, Finance, or Business Administration.
  • Minimum 10 years’ relevant experience, preferably in NGO sectors.
  • Proficiency in QuickBooks and advanced MS Excel.
  • Strong knowledge of Ethiopian tax and labor laws.

Position 3: Project Officer – Community Level, Amhara Region

Locations: Tarmaber, Hageremariyam, Basona Worana & Angolela Tera
Reports to: Program Manager

Responsibilities

  • Provide FP/SRHR technical support to HEWs and supervisors.
  • Conduct training, mentorship, and supervision visits.
  • Monitor program implementation and ensure data quality.
  • Coordinate with woreda health offices and manage budgets.

Qualifications

  • Bachelor’s degree in Public Health, Nursing, Midwifery, or related fields.
  • Minimum 5 years’ experience in FP/SRHR program implementation.
  • Strong documentation, report writing, and analytical skills.
  • Fluency in English and Amharic.

Position 4: Project Officer – Community Level, Oromia Region

Locations: Shashemene, Arsi Negele, Adamitulu, Dandi, Celiya, Gelan‑Sheger
Reports to: Senior Program Manager

Responsibilities

  • Strengthen HEW program implementation and monitoring systems.
  • Conduct intensive field visits and provide technical support.
  • Document lessons learned and best practices.
  • Support referral linkages and budget management.

Qualifications

  • Bachelor’s degree in Public Health, Nursing, Midwifery, or related fields.
  • Minimum 5 years’ relevant experience in FP/SRHR programs.
  • Strong interpersonal and problem‑solving skills.
  • Fluency in English and Amharic.

Position 5: Project Officer – Community Level, Sidama Region

Locations: Alecta Cuko, Wondogenet
Reports to: Program Manager

Responsibilities

  • Provide technical support to HEWs and supervisors.
  • Lead training, mentorship, and program review meetings.
  • Ensure timely data entry and performance analysis.
  • Coordinate with woreda health offices and manage program budgets.

Qualifications

  • Bachelor’s degree in Public Health, Nursing, Midwifery, or related fields.
  • Minimum 5 years’ experience in FP/SRHR program implementation.
  • Strong documentation and report writing skills.
  • Fluency in English and Amharic.
